How do I update migrations? - database

Im getting an error when running this command "dotnet ef database update -p StudieApp.Infrastructure -s StudieApp.Web" my connection string has this format
"Data Source=server:port;Initial Catalog=database;User ID=user;Password=password"
However, im getting this error: A network-related or instance-specific error occurred while establishing a connection to SQL Server. The server was not found or was not accessible. Verify that the instance name is correct and that SQL Server is configured to allow remote connections. (provider: TCP Provider, error: 35 - An internal exception was caught)
Anybody who knows what's wrong? :)

SQL Server Express conection string

I'm trying to connect to a local SQL Server Express database using EF Core with this connection string:
"Server=(localdb)\\WIN-R84DEUE96RB\\SQLEXPRESS;Database=rmcsql;Trusted_Connection=True"
I get this error:

We have 4 servers, three of which are the main servers that contain SQL Server databases, and we are going to the mobile app on server 4 so that our users can connect to their database on their phones. Server 4 has an intermediary role, but now the problem we have is that we can not register data through Server 4 and it gives an error. I checked the firewall and SQL Server security settings, but this problem still persists and I get this error:
Microsoft.Data.SqlClient.SqlException (0x80131904): A network-related or instance-specific error occurred while establishing a connection to SQL Server. The server was not found or was not accessible. Verify that the instance name is correct and that SQL Server is configured to allow remote connections. (provider: SNI_PN11, error: 26 - Error Locating Server / Instance Specified)
I also checked the remote connection settings and it is active
Please check whether you can you ping other servers from server 4 to ensure there is no net work level problem. Then you need to allow remote connection in all those servers.

I already made some changes in Configuration Manager:
Change Built-in account to Local Service;
Enable all the protocols in SQL Server Network Configuration
And when I'm trying to access to the servername with windows authentication I'm getting the following error:

SQL Server 2008 R2 remote connection error

I am getting an error while trying to connect to SQL Server with public IP.
I tried many things Adding port 1433in firewall but still it is showing the below error.

This error was returned when I tried to connect with server.
Error description is:

First you need to check whether SQL SERVER service is running in your system or not .For checking follows below steps in Windows.
Step 1 : Type "window" button + R ,This will open Run prompt.
Step 2: Type "services.msc" in Run prompt and hit the enter.
Step 3: Find SQL SERVER service from there.
Step 4.Start this service.
Following these steps, I have resolved this problem in my machine.

Check your SQL Server Service is Running or not
if the server is in remote location check port 1433 is not blocked by the firewall.
if this is not the default instance, Check SQL Server Browser is running or not
Check the network connection on client PC, and verify the connection to the server using PING or TELNET
Check whether TCP/IP and Named Pipes are enabled or not.

If you are trying to connect to your Sql Server running on MacOS via Docker, then make sure that Sql Docker container is running and then you will be able to connect to your Sql Server using Azure Data Studio as shown in attached image Sql Container inside Docker
