It is not accepting any of my cards. Please help me which card is required for billing address or is it possible to use map API without billing address?

It used to be possible, but not any more.
However, the good new are:
You won't be charged until your usage exceeds $200 in a month. Note that the Maps Embed API, Maps SDK for Android, and Maps SDK for iOS currently have no usage limits and are at no charge (usage of the API or SDKs is not applied against your $200 monthly credit).
Note that they will verify your card by making a small transaction (like 1 dollar or something)
If you are having an error while you are registering a card:
Make sure your card & address information is up to date
Submit any extra information that is requested
Check you have sufficient funds for the purchase
Contact your bank or card issuer

I followed this excellent tutorial (at 0.5x speed) to create my own custom Solana token. I can send it to my wallet via command line. Now I want to do either free or low-cost airdrops. Is there a way to do this without having to spend a lot of my own SOL?
No matter what, in order to airdrop tokens, you'll need to pay for the rent-exempt reserve for the recipient's token account, which is 0.00203928 SOL for each person.
After that, you'll need to pay for the transactions to mint to all of these recipients. If your payer key is the same as the minting authority, that comes out to 0.000005 SOL per transaction, and you should be able to fit quite a few mintings in one transaction.

I accepted "Apple Developer Program License Agreement" in the Member Center, but the notification is not hide in the iTunes Connect. I don't have in the Member Center any License Agreement in this moment. What do I do?

Agreements, Tax, and Banking
Review the Paid Applications Schedule.
The iOS paid applications schedule (“iOS Schedule 2”) and the Mac paid application Agreement schedule (“Mac Schedule 2”) have been combined into a single Schedule 2 covering both programs, and the Custom B2B schedules (“Schedule 3”) for iOS and Mac have been combined as well. To create new paid apps and in-app purchases and upload binaries to the App Store, the user with the Legal role must review and accept the Paid Applications Schedule (Schedule 2 to the Apple Developer Program License Agreement) in the Agreements, Tax, and Banking module.
To accept this agreement, the user with the Team Agent role must have
already accepted the Apple Developer Program License Agreement in the
Member Center.
Additional to Member Center you need to go to "Agreements, Tax, and Banking" in iTunesconnect and on top you will see a row with your address and some info. Next to it there is a button "Amendments". There is no word of "Schedule 2" or "Schedule 3" whatsoever. You have to click on this "Amandments" and procceed by accepting. After that everything will be fine. For some reason I was not expecting it to be behind this "Amandements" so hope it might help also somebody else. If you don't have "Agreements, Tax, and Banking" in iTunesConnect, you need user with Legal role in order to do that.

Yesterday, I tried to enable billing profile. After I input all of the right credit information and proceed, it just told me
"Your bank or credit card company has declined the authorization:
Invalid Verification code"
I make sure I've input the exact right information and tried again and again, but only failures and charges. GOOGLE charged me C$ 1.10 for 6 times...still stuck in how to enable billing...
I've search all of the app engine page and no way to reach the support...
So, I come here and need you kind guys help.

Each transaction attempt (in this case, an authorization) is subject to fees - $1.00 for the authorization charge, an $.10 for the transaction. But you'll need to connect with Google to see more specifics on the decline reasons.

i am currently undergoing the branding of a place that is in the outskirts of a major city. the situation at hand is that the place is unknown and not easy to get around, so my associates and i have planned to develop a gps application with specifics eg safari lodges, conference venues of this area and make it possible for people to download it onto their smartphones (nokia,iphone and black berry) and be able to navigate their way around.
the issue is how much would it cost to develop such an application and run it?
need an answer ASAP. thanks a mil.
The answer to this question could be 1000$, but it could be 100.000$ as well. There are so many details to a project like this that must be taken into account that it is almost impossible to answer your question more precisely.
To give an example - consider details like (but not only):
who will supply the necessary content
does the content need to be updated on a regular basis -> CMS
should the app navigate the user around in turn-by-turn style or should it be more like an interactive map
These three details alone would make a huge difference. So, the best thing you can do is contact a company or a freelance developer, brief him precisely on the matter and see how much it'll cost you.
