i'm getting this error while trying to add the ppa for apache guacamole to my ubuntu server. i was following the guide here. it looks like the InRelease archive is found, but I get an error on the Release archive. Is there a way to work around this? Can I use the InRelease archive and not the Release one? It's obviously easier to install via apt-install, but if I have to do it another way I'm not opposed.

The ppa is not maintained anymore. The latest package there is from 2013 :/
So, you need to use a tutorial to install it from source.

I wanna update nodejs cache policy, but when I do update, I got this message and then I checked nodsjs ppa version is 8, so I cannot install latest version of nodejs.

step 1: install vim
$ sudo apt-get install vim
step 2: enter the source list on your error, eg:
$ sudo vim /etc/apt/sources.list
step 3: comment the line on the error, and the problem will be solved.

I just installed MSSQL 2017 for linux and Visual Studio code for linux on my Ubuntu 18.10 machine.
Both the installation succeeded, but I cannot connect from visual studio to the DB.
I have the following running drivers:

after a lot of googling, i found a lot of suggestions, but they doesn't run, like try to remove msodbcsql and unixodbc

You only need unixodbc-dev if you plan on doing unixodbc-dev development (not required for database connectivity). I'm guessing you can leave it out to avoid confusion here.
And msodbcsql and msodbcsql17 are different packages. msodbcsql (MS ODBC Driver 13 for SQL Server) isn't even available on Ubuntu 18.10.
The key in your problem is the error message:
E: Unable to correct problems, you have held broken packages.
You need to remove the hold on the broken package. First, I'd try specifically installing msodbcsql17:
sudo apt-get install msodbcsql17

To add the latest key for yarn run

the issue of "apt-get update" in CODE 1 is that you are missung the public key 23E7166788B63E1E.
You can add this key to your keyring through executing:
sudo apt-key adv --recv-key 23E7166788B63E1E
It will show you something like:

I think I know the answer. First identify the Apps that make problems. Here it seems yarn. Then GO TO /var/etc/apt/sources.list.d and delete the related 2 files to that App in this folder.

at The PostgreSQL Global Development Group repo copy link to your linux release (in my case Amazon Linux AMI 2015.03 - x86_64) and run:
rpm -Uvh https://download.postgresql.org/pub/repos/yum/9.3/redhat/rhel-6-x86_64/pgdg-ami201503-93-9.3-3.noarch.rpm
yum install pgbouncer
