re-rendering issue using react hooks - reactjs

Learning React Hooks, I am developing a testing app. My app loads data from an API and then populates a grid. Piece of kake. The problem shows up when I try to show a loading indicator. It enters in a re-render loop. Here is what I did:

What am I missing here?

You're setting loading in the useEffect hook. Changing a state causes the app to rerender which also you're infinitely doing in the useEffect.
So once the app loads useEffect hook runs and changes loading, which again causes the app to re-render and the cycle continues.

Issue with fetching data

iam new to React and trying to show data from API,
It works at first but after reload i got error " Cannot read properties of undefined (reading 'length')",

You are getting this error because you have data state which is an array but in return you are trying to access data key from the state's data array, which is not there hence it returns the undefined and then you are trying to access the length from undefined.
Instead of data.data.length just use data.length
Use this code. I edited your code. Add a condition when set your data variable
if(data.data) {
setData(data.data)
}
And also change this line
<h1>length: {data.data.length}</h1>
To
<h1>length: {data.length}</h1>

React. How to show data loading message on API call

Currently the message is not being displayed
What is happening here is that you're calling fetchData without waiting for it, which is immediately setting loaded to true.
I don't think there is a need for the fetchData function here, so either remove it or await it:

How to pass state data from custom hooks to react component?

I have custom hook(useFetch) that takes URL as input and fetch data from that URL and returns data. I want to implement spinner (already made Spinner component ) on my other components and I tried by making state for the isLoading and setIsLoading of spinner.

You do not need anything special here. Just return the isLoading state with the dataArray from the useFetch hook.
As mentioned from the edit you need the useFetch to be more reusable and return data in different formats depending on the API response, hence the state should be initialized as null.

Multiple fetch data axios with React Hooks

I would like to get global information from Github user and his repos(and get pinned repos will be awesome). I try to make it with async await but It's is correct? I've got 4 times reRender (4 times console log). It is possible to wait all component to reRender when all data is fetched?

Multiple state updates are batched but but only if it occurs from within event handlers synchronously and not setTimeouts or async-await wrapped methods.
This behavior is similar to classes and since in your case its performing two state update cycles due to two state update calls happening
So Initially you have an initial render and then you have two state updates which is why component renders three times.
Since the two states in your case are related, you can create an object and update them together like this:
