useReducer is usually preferable to useState when you have complex state logic that involves multiple sub-values or when the next state depends on the previous one. useReducer also lets you optimize performance for components that trigger deep updates because you can pass dispatch down instead of callbacks.

I'm interested in the bold part, which states that useReducer should be used instead of useState when being used in contexts.
I tried both variants, but they don't appear to differ.
The way I compared both approaches was as follows:

I passed each of them once to a context object, which was being consumed in a deeper child (I just ran separate tests, replacing the value by the function that I wanted to test).

The above statement is not trying to indicate that the setter returned by useState is being created newly on each update or render. What it means is that when you have a complex logic to update state you simply won't use the setter directly to update state, instead you will write a complex function which in turn would call the setter with updated state something like

Now in the above case everytime the parent is re-rendered a new instance of handleStateChange is created causing the Context Consumer to also re-render.
A solution to the above case is to use useCallback and memoize the state updater method and use it. However for this you would need to take care of closure issues associated with using the values within the method.
Hence it is recommended to use useReducer which returns a dispatch method that doesn't change between re-renders and you can have the manipulation logic in the reducers.
Practical observation on useReducer and useState -
UseState:
In my React Native project I've 1 screen containing 25+ different states created using useState.
I'm calling an api in useEffect (componentDidMount) and on getting the response based on some conditions, I'm setting up these 25 states, calling 25 state setter function for each function.
I've put a re-rendering counter and checked my screen is re-rendered 14 times.
re-rendering count likewise :

Advantage of useReducer in this case :
Using useReducer I've reduced number of re-renders on the screen, hence better performance and smoothness of the App.
Number of lines is reduced in my screen itself. It improved code readablity.
When you need to care about it
If you create a callback on render and pass it to a child component, the props of that child will change. However, when the parent renders, a regular component will rerender (to the virtual dom), even props remain the same. The exception is a classComponent that implements shouldComponentUpdate, and compares props (such as a PureComponent).
This is an optimization, and you should only care about it if rerendering the child component requires significant computation (If you render it to the same screen multiple times, or if it will require a deep or significant rerender).
If this is the case, you should make sure:
Your child is a class component that extends PureComponent
Avoid passing a newly created function as a prop. Instead, pass
dispatch, the setter returned from React.useState or a memoized
customized setter.
Using a memoized customized setter
While I would not recommend building a unique memoized setter for a specific component (there are a few things you need to look out for), you could use a general hook that takes care of implementation for you.
Here is an example of a useObjState hook, which provides an easy API, and which will not cause additional rerenders.

I'm working on some code, and this code is huge. We have so many child components(nearly 300) and each one of them are using & manipulating values from the parent component's state via React Context.
Note: I didn't wrote this code from scratch. Which also means the design I'm about to show is not what I would come up with.
The problem: Since every component is using the same state, there are so many unnecessary re-renders happening. Every small state change is causing every component to re-render. And it makes the web app laggy. Literally, there is lag when you enter some input in a field.
I think, when state change happens the functions get rebuilt and that's why every child gets updated, because the value provided by context is changed after state change happened.
Additionally, I tried to use useReducer instead of useState that didn't went well. Besides that, I tried to use React.memo on every child component but the compare function didn't get triggered no matter what I tried. compare function only got triggered on the parent component which has the state as props. At this point, I'm not even really sure what is the problem :D
To give more specific details on the design, here is how we define and pass the callbacks to child components.

Why dont you just rewrite your state management to redux and pull only the necessary state to be used on each component. React.memo only picks up changes from props
I am currently trying to learn about the inner workings of React in context of when a component is re-rendered or especially when (callback-)functions are recreated.
In doing so, I have come across a phenomenon which I just cannot get my head around. It (only) happens when having a state comprising an array. Here is a minimal code that shows the "problem":

The example comprises a Parent (App) Component with a state, being an array of a single number, which is given to the Child component. The Child may do some inner workings and set the internal state with setInternalValue, which in turn will trigger the effect. This effect will raise the onChange function, updating a value of the state array of the parent. (Note that this example is minimized to show the effect. The array would have multiple values, where for each a Child component is shown) However this example results in an endless re-rendering of the Child with the following console warning being raised throughout:
Warning: Maximum update depth exceeded. This can happen when a component calls setState inside useEffect, but useEffect either doesn't have a dependency array, or one of the dependencies changes on every render.
Debugging shows, that the re-rendering occurs due to onChange being changed. However, I do not understand this. Why is onChange being changed? Neither internalState nor state is changed anywhere.
There are two workarounds I found:
Remove onChange from the dependencies of the effect in the Child. This "solves" the re-rendering and would be absolutely acceptable for my use case. However, it is bad practice as far as I know, since onChange is used inside the effect. Also, ESLint is indicating this as a warning.
Using a "raw" number in the state, instead of an array. This will also get rid of the re-rendering. However this is only acceptable in this minimal example, as there is only one number used. For a dynamic count of numbers, this workaround is not viable.
useCallback is also not helping and just "bubbling up" the re-recreation of the onChange function.
So my question is: Do React state (comprising arrays) updates are being handled differently and is omitting a dependency valid here? What is the correct way to do this?
Why is onChange being changed?
On every render, you create a new anonymous function (v) => setState([v]).
Since React makes a shallow comparison with the previous props before rendering, it always results in a render, since in Javascript:

There are two ways to correct it, since setState is guaranteed to be stable, you can just pass the setter and use your logic in the component itself:

In this case, i use the useEffect hook to update the derived state in response to a change in props. Can this be a common solution to resolve the derived state in some individual cases. Or if there is any problems in this case?
Generally, there are no issues with your implementation, as the isScrollingDown is merely reacting to the changes of the row props value.
However, I do feel that there is no need to use derived state in your scenario, as the logic is rather simple.
It will be much more intuitive to remove the need to maintain the component state and remove any other sources of unnecessary re-rendering.

If there is a way to implement this, this is how it would work: the second parameter is an array of dependencies, just like the useEffect hook coming from React, and the third is a callback with two parameters: the array of dependencies at the previous render, and the array of dependencies at the current render.

In class based components was easy to perform a deep comparison. componentDidUpdate provides a snapshot of previous props and previous state

The problem is useEffect it's not exactly like componentDidUpdate. Consider the following

The only thing you can assert about the current props when action() gets called is that it changed (shallow comparison asserts to false). You cannot have a snapshot of prevProps cause hooks are like regular functions, there aren't part of a lifecycle (and don't have an instance) which ensures synchronicity (and inject arguments). Actually the only thing ensuring hooks value integrity is the order of execution.
Alternatives to usePrevious
Before updating check if the values are equal

This can be useful in some situations when you need to ensure an effect to run only once(not useful in your use case).
useMemo:
If you want to perform comparison to prevent unecessary render calls (shoudComponentUpdate), then useMemo is the way to go
export React.useMemo(Component, (prev, next) => true)
But when you need to get access to the previous value inside an already running effect there is no alternatives left. Cause if you already are inside useEffect it means that the dependency it's already updated (current render).
Why usePrevious works
useRef isn't just for refs, it's a very straightforward way to mutate values without triggering a re render. So the cycle is the following
Component gets mounted
usePrevious stores the inital value inside current
props changes triggering a re render inside Component
useEffect is called
usePrevious is called
Notice that the usePrevious is always called after the useEffect (remember, order matters!). So everytime you are inside an useEffect the current value of useRef will always be one render behind.

I hit the same problem recently and a solution that worked for me is to create a custom useStateWithCustomComparator hook.
In your the case of your example that would mean to replace

For completion it's worth mentioning that useEffect is designed to help with this asynchrony. In fact, according to the Hooks docs, the hooks solution is to use the Effect Hook, (which essentially is implementing a callback with useState).

This (side) Effect is called when (and only when) Bob chooses a new college in your form. Whatever logic is based on his every indecisive prevarication over college choice can go inside this useEffect callback. (You can also use Effect without the dependency array, [college], which will cause these (side) effects every time any state changes).
To explain relative to the class based components: with the "traditional" setState methods we could just add a callback as a second argument to setState so the new state was used immediately:

The callback prevents it being queued in what the React docs call a pending state transition. But we can no longer do this because hooks do not take callbacks.
As cbdeveloper says, sometimes passing a function to setState is appropriate, for example:

But this isn't always appropriate, especially if you're not actually using the prevState.
Try this. Using the functional form of setState() you can "trick" React into thinking that your new state depends on your last state, so it does the update right away. This has helped me on a number of ocasions. See if that helps you too.
