Emailer's Media Queries Not Working on Pixel Android 7 Device - responsive-design

I've developed a responsive emailer which works perfectly on all devices except that it doesn't work on Pixel Android 7 device.
It simply discards media queries and displays the desktop version of the emailer.
What could be the reason for this issue?

At this time, Android does not support #media queries. Some versions of Gmail do not support them and neither does Outlook 2007, 2010, 2013 and 2016.

To build on #gwally's answer, some Android clients don't support media queries. If the email client in question is Gmail, it still might not support media queries depending on what Gmail product is being tested.
While Gmail rolled out major media query support in 2016, the update does not cover every Gmail product. RĂ©mi Parmentier did a fantastic breakdown of Gmail's media query support:

So if, for instance, your Pixel phone is using Gmail with a POP/IMAP email, media queries won't work and we should expect to see a shrunken version of the desktop version. Hybrid email design can make an email layout stack in mobile clients that don't support media queries. Here's a primer if this is something you'd like to look into.

Difference between IIS Smooth Streaming and Windows media Service

I am looking in to options for windows streaming technologies for streaming live webcam . I am not quite sure pros -cons , price and media format differences between the two . I know that IIS smooth streaming is newer technology and end user has to install silver light plugin to load video . What are other major differences ?
I've found there's quite a bit of confusing information out there due to similar terminology being used and regular releases making even slightly old blog posts out of date.
I assume your question is around "Windows Media Services" and IIS Smooth Streaming
Windows Media Services is a standalone update for Server 2008 (I don't believe its available for Server 2012). On installation you use the Server Manager to add WMS as a new server role. WMS provides for on-demand streaming and live streaming, I dont believe it provides for adaptive bitrate streaming
IIS Smooth Streaming is available in IIS7 via this standalone update IIS7 Media Services 4.1. It is available in IIS8/Server 2012 without any additional download.
IIS Smooth streaming is Microsoft's product name for 'on-demand' smooth streaming.

Pricing - they are both free, assuming you already have the OS licence.

What percentage of mobile browsers support CSS media queries?

I'm developing a new website with mobile support, and I want to try using "responsive design"/"adaptive design"/CSS media queries. I'm wondering if there's a recent report of mobile browsers that support media queries. If not, what is a reasonable approximation?
I use this site all the time when I need to check out cross-browser support:

Support for mobile browsers is at 100%.
About 80%. You don't need to worry about Android, Opera Mini and iOS, but then there's the other 20% with Bada, old Blackberry phones, Windows Mobile... So you should add a polyfill life respond.js which will be helpfull for desktop browsers than don't support media queries like IE8 and bellow.

Preview a document (ie. excel/pdf) designed for any Mobile phone on my desktop PC?

Is there any free software or is there anyway to preview how a document will look once on the mobile device. So for example, a rendering engine for a Blackberry or Android etc. This way I can make my documents tailored to specific devices without having the phones.

It would depend on the sort of document you were trying to create, and also what software on the phone is opening the document. There are a few different PDF readers on Android that I've used. On Blackberry, I believe the most common document reader is Documents to Go. In my opinion, a PDF is a terrible way to view content on a mobile device.
With that said, what I would do is download the SDKs for each of the platforms. They include an emulator that you can use that runs the OS in a virtual machine.

Why the lack of innovation and Silverlight on Windows CE?

A manager asked me to do some quick research on the possibility of doing Silverlight development on Windows CE devices.
After 15 minutes I was surprised that:
Silverlight for Windows CE seems to be nowhere in sight, with some sites wanting to report it so bad they they are quoting twitter tweets as their source of news, the word "mobile" is even missing on Silverlight 3 Feature Lists but you find it in the comments with people saying things like I was hoping to hear an update on getting Silverlight onto Windows Mobile and Nokia devices.
Windows CE 6.5, which is not even out yet, is getting scathing reviews such as this article which basically says: nothing new, interface improvements behind the curve, UI tweaks (honeycomb) skin deep, no capacitive touch screens, not due till Q4 2009, not backwards compatible, no zune, no new windows media player, no decent screen keyboard, browser pales against competition and, number 10: by showing little innovation on their latest mobile OS, Microsoft is showing zero leadership in the mobile space. It seems that Microsoft is weakly limping along in the shadow of the iPhone. The apparent lack of Silverlight on Windows CE 6.5 didn't even make the list of woes.
I thought things were different. So I sadly have to report that Silverlight on mobile devices may have to wait a year or more.
Does anyone have any more positive, substantial news that I can report about Silverlight on mobile devices?

This question is somehow deprecated now that Windows Compact 7 has been released with (some kind of) Silverlight support.
I also very recently researched the use of Silverlight on Windows CE. The result is that while it seems to be almost there, with videos showcasing it from MIX08, it may be released some time this year, but likely not in the first half. They said "some time 2009", and for some months now, it was in "private testing".
Because of that, while I'd love to use Silverlight, I decided to go with OpenGL ES 2.0 and OpenVG, which is fully hardware-accelerated on our current target device. Plenty of power and not that hard to use, even from .NET Compact Framework.
Oh, and the iPhone is all that cool for a phone (or a music player), but Windows CE is available for many more devices, including non-personal-gadget / non-mobile products. That's an area where Apple does not shine because they don't license their platform.
I've heard rumors that the UI for WindowsMobile 7.0 will be Silverlight/WPF based. It doesn't sound like Microsoft is putting any effort into any version before that, because as soon as WM7 is out, they'll want to kill anything off that came before.

I found another awesome Silverlight webmail client - called Silvermail:

It's pretty slick and really fast, and it is totally free for use in the public domain... I use it with gmail because our corporate firewall won't let me check email while at work, plus I find the gmail interface too confusing... Silvermail is really simple.
A couple of friends have used it successfully for POP3 and it also works with Hotmail and Yahoo.
This Silverlight site used to work with Moonlight in the 2008, 2009 era--that was at least 2 versions of Moonlight ago: http://www.recreation.gov/camping/Furnace_Creek_Ca/r/campgroundDetails.do?contractCode=NRSO&parkId=70978&topTabIndex=CampingSpot . I just downloaded the latest version of Moonlight 3.99.0.3 and it doesn't work. Silverlight is used just for the map option, so click on the button labelled Facility Map. It is just about in the center of the first page (top to bottom and side to side).
