I'm trying to write a stored procedure that truncates the first table on our data warehouse, then copies data from our local database to the DWH server.
Here's the code:

The servers are already linked, so that is not an issue, but I'm very curious as to why this is not working.
Linked Server and distributed query can be tricky in term of performance...
You should consider to write the Stored Procedure on the database that hosts the target tables even if you call it from the database that hosts the source tables.
On target database :

Call the target side PS from the source side (or from the target side) and it's done but source side database have to be linked to target side database.
Transaction can be remove due to DROP/CREATE/INSERT sequence.
You can do the oposite : PS on the source side, with drop and insert on the linked target side server database, but you must know :
- transaction will take a while.
- all the source data will be locked during the whole process.
- INSERT will take a while.
You don't need to execute:
USE [ARGTPAWN-DB-DWH].[DWH].[dbo].[PML];
Simply execute the lines below.
What is ARGTPAWN-DB-DWH? If this is the server name it is not needed.
Your USE statement should refer to the database only.
Your SELECT * INTO... will attempt to create the table PML, if this already exists (which it will if you are performing a truncate) it will fail - Use INSERT INTO... or DROP TABLE... instead of truncate.
Don't use SELECT *.

There are a couple of things going on here that are or will be issues for you.
SQL Server's SELECT...INTO logic is how Microsoft chose to implement the more standard CREATE TABLE AS... syntax (which is then followed by a SELECT statement in most dialects). You can only create that table once, and then it's there.
Local temp tables (with a single #) continue to exist until your session disconnects from the instance. So if you try to run the above code twice without disconnecting, it'll fail.
You're using SELECT *, which is going to bite you when somebody changes the schema of one source table.
All that said, you don't need all that logic. You can do what you want with one query.

In a script used for interactive analysis of subsets of data, it is often useful to store the results of queries into temporary tables for further analysis.
Many of my analysis scripts contain this structure:

FROM #Results;
In SQL Server, temporary tables are connection-scoped, so the query results persist after the initial query execution. When the subset of data I want to analyze is expensive to calculate, I use this method instead of using a table variable because the subset persists across different batches of queries.
The setup part of the script is run once, and following queries (SELECT * FROM #Results is a placeholder here) are run as often as necessary.
Occasionally, I want to refresh the subset of data in the temporary table, so I run the entire script again. One way to do this would be to create a new connection by copying the script to a new query window in Management Studio, I find this difficult to manage.
Instead, my usual workaround is to precede the create statement with a conditional drop statement like this:

This statement correctly handles two situations:
On the first run when the table does not exist: do nothing.
On subsequent runs when the table does exist: drop the table.
Production scripts written by me would always use this method because it raises no errors for in the two expected situations.
Some equivalent scripts written by my fellow developers sometimes handle these two situations using exception handling:

I believe in the database world it is better always to ask permission than seek forgiveness, so this method makes me uneasy.
The second method swallows an error while taking no action to handle non-exceptional behavior (table does not exist). Also, it is possible that an error would be raised for a reason other than that the table does not exist.
The Wise Owl warns about the same thing:
Of the two methods, the [OBJECT_ID method] is more difficult to understand but
probably better: with the [BEGIN TRY method], you run the risk of trapping
the wrong error!
But it does not explain what the practical risks are.
In practice, the BEGIN TRY method has never caused problems in systems I maintain, so I'm happy for it to stay there.

If try catch block is inside a transaction, it will cause a failure.

An error that ordinarily ends a transaction outside a TRY block causes a transaction to enter an uncommittable state when the error occurs inside a TRY block. An uncommittable transaction can only perform read operations or a ROLLBACK TRANSACTION. The transaction cannot execute any Transact-SQL statements that would generate a write operation or a COMMIT TRANSACTION.
now replace TRY/Catch with the Test Method

A better solution may be to use a table variable rather than a temporary table

I also think that a try block is dangerous because can hide an unexpected problem. Some programing languages can catch only selected errors and don't catch unexpected ones, if your programing language has this functionality then use it (T-SQL can't catch for an specific error)
For your scenario, I can explain that I codify exactly like you, with this try catch block.
The desirable behavior would be:

This will raise an event when error deleting table is different that 'table don't exists'.
Notice that for your issue all this code not worth it. But can be useful for other approach. For your problem, elegant solution is drop table only if exists or use table variable.
Not in you question but possibly overlooked is the resources used by the temp table. I always drop the table at the end of the script so it does not tie up resources. What if you put a million rows in the table? Then I also test for the table at the start of the script to handle the condition there was an error in the last run and the table was not dropped. If you want to reuse the temp then at least clear out the rows.
A table variable is another option. It is lighter weight and has limitations. Avoid a table variable if you are going to use it in a query join as the query optimizer does not handle a table variable was well as it does a temp.
SQL documentation:
If more than one temporary table is created inside a single stored procedure or batch, they must have different names.
If a local temporary table is created in a stored procedure or application that can be executed at the same time by several users, the Database Engine must be able to distinguish the tables created by the different users. The Database Engine does this by internally appending a numeric suffix to each local temporary table name. The full name of a temporary table as stored in the sysobjects table in tempdb is made up of the table name specified in the CREATE TABLE statement and the system-generated numeric suffix. To allow for the suffix, table_name specified for a local temporary name cannot exceed 116 characters.
Temporary tables are automatically dropped when they go out of scope, unless explicitly dropped by using DROP TABLE:
A local temporary table created in a stored procedure is dropped automatically when the stored procedure is finished. The table can be referenced by any nested stored procedures executed by the stored procedure that created the table. The table cannot be referenced by the process that called the stored procedure that created the table.
All other local temporary tables are dropped automatically at the end of the current session.
Global temporary tables are automatically dropped when the session that created the table ends and all other tasks have stopped referencing them. The association between a task and a table is maintained only for the life of a single Transact-SQL statement. This means that a global temporary table is dropped at the completion of the last Transact-SQL statement that was actively referencing the table when the creating session ended.

Your problem is with the USE, from the documentation:
USE is executed at both compile and execution time...
If the database specified doesn't exist at compile time then the query will fail. You can see this by trying to run the following query:

This query fails despite the fact that the USE statement is never executed.
You should instead change your query to use database qualified names, for example:
INSERT INTO Destination.dbo.Table SELECT * FROM Source.dbo.Table
Few problems here:
After Create database Destination you need to use that database before you do the select * into TabDestination... as you will create TabDestination in some other DB.
The Go in the middle of the begin...end block won't work.
To specify your database for the inserts to TabDesitination you'd be better to use the fully qualified name of the table than calling Use, eg Insert Destiation.dbo.TabDestination...
You need to use If Exists (select... for the second if statement.
Because your Database may not exists when the script compiles, a lot of the sql needs to be exec'd dynamically.
So your script could be re-written as:

You just need to get rid of the GO command, its a batch separator so it breaks your begin/end. Oh and you can't use USE like that either.

You could say just do the log before the transaction starts but that is not as easy because the transaction starts before this S-Proc is run (i.e. the code is part of a bigger transaction)
So, in short, is there a way to write a special statement inside a transaction that is not part of the transaction. I hope my question makes sense.
Use a table variable (#temp) to hold the log info. Table variables survive a transaction rollback.

I do this one of two ways, depending on my needs at the time. Both involve using a variable, which retain their value following a rollback.
1) Create a DECLARE #Log varchar(max) value and use this: #SET #Log=ISNULL(#Log+'; ','')+'Your new log info here'. Keep appending to this as you go through the transaction. I'll insert this into the log after the commit or the rollback as necessary. I'll usually only insert the #Log value into the real log table when there is an error (in theCATCH` block) or If I'm trying to debug a problem.
2) create a DECLARE #LogTable table (RowID int identity(1,1) primary key, RowValue varchar(5000). I insert into this as you progress through your transaction. I like using the OUTPUT clause to insert the actual IDs (and other columns with messages, like 'DELETE item 1234') of rows used in the transaction into this table with. I will insert this table into the actual log table after the commit or the rollback as necessary.
If the parent transaction rolls back the logging data will roll back as well - SQL server does not support proper nested transactions. One possibility is to use a CLR stored procedure to do the logging. This can open its own connection to the database outside the transaction and enter and commit the log data.
Log output to a table, use a time delay, and use WITH(NOLOCK) to see it.
It looks like #arvid wanted to debug the operation of the stored procedure, and is able to alter the stored proc.
The c# code starts a transaction, then calls a s-proc, and at the end it commits or rolls back the transaction. I only have easy access to the s-proc
I had a similar situation. So I modified the stored procedure to log my desired output to a table. Then I put a time delay at the end of the stored procedure

and in another SSMS window, quickly read the table with READ UNCOMMITTED isolation level (the "WITH(NOLOCK)" below

It's not the solution you want if you need a permanent record of the logs (edit: including where transactions get rolled back), but it suits my purpose to be able to debug the code in a temporary fashion, especially when linked servers, xp_cmdshell, and creating file tables are all disabled :-(
Apologies for bumping a 12-year old thread, but Microsoft deserves an equal caning for not implementing nested transactions or autonomous transactions in that time period.
If you want to emulate nested transaction behaviour you can use named transactions:

In SQL Server if you want a ‘sub-transaction’ you should use save transaction xxxx which works like an oracle checkpoint.
I have three stored procedures Sp1, Sp2 and Sp3.
The first one (Sp1) will execute the second one (Sp2) and save returned data into #tempTB1 and the second one will execute the third one (Sp3) and save data into #tempTB2.
If I execute the Sp2 it will work and it will return me all my data from the Sp3, but the problem is in the Sp1, when I execute it it will display this error:
INSERT EXEC statement cannot be nested
I tried to change the place of execute Sp2 and it display me another error:
Cannot use the ROLLBACK statement
within an INSERT-EXEC statement.
This is a common issue when attempting to 'bubble' up data from a chain of stored procedures. A restriction in SQL Server is you can only have one INSERT-EXEC active at a time. I recommend looking at How to Share Data Between Stored Procedures which is a very thorough article on patterns to work around this type of problem.
For example a work around could be to turn Sp3 into a Table-valued function.
This is the only "simple" way to do this in SQL Server without some giant convoluted created function or executed sql string call, both of which are terrible solutions:

My work around for this problem has always been to use the principle that single hash temp tables are in scope to any called procs. So, I have an option switch in the proc parameters (default set to off). If this is switched on, the called proc will insert the results into the temp table created in the calling proc. I think in the past I have taken it a step further and put some code in the called proc to check if the single hash table exists in scope, if it does then insert the code, otherwise return the result set. Seems to work well - best way of passing large data sets between procs.
This trick works for me.
You don't have this problem on remote server, because on remote server, the last insert command waits for the result of previous command to execute. It's not the case on same server.
Profit that situation for a workaround.
If you have the right permission to create a Linked Server, do it.
Create the same server as linked server.
in SSMS, log into your server
go to "Server Object
Right Click on "Linked Servers", then "New Linked Server"
on the dialog, give any name of your linked server : eg: THISSERVER
server type is "Other data source"
Provider : Microsoft OLE DB Provider for SQL server
Data source: your IP, it can be also just a dot (.), because it's localhost
Go to the tab "Security" and choose the 3rd one "Be made using the login's current security context"
You can edit the server options (3rd tab) if you want
Press OK, your linked server is created
now your Sql command in the SP1 is
insert into #myTempTable
exec THISSERVER.MY_DATABASE_NAME.MY_SCHEMA.SP2
Believe me, it works even you have dynamic insert in SP2
I found a work around is to convert one of the prods into a table valued function. I realize that is not always possible, and introduces its own limitations. However, I have been able to always find at least one of the procedures a good candidate for this. I like this solution, because it doesn't introduce any "hacks" to the solution.
I encountered this issue when trying to import the results of a Stored Proc into a temp table, and that Stored Proc inserted into a temp table as part of its own operation. The issue being that SQL Server does not allow the same process to write to two different temp tables at the same time.
The accepted OPENROWSET answer works fine, but I needed to avoid using any Dynamic SQL or an external OLE provider in my process, so I went a different route.
One easy workaround I found was to change the temporary table in my stored procedure to a table variable. It works exactly the same as it did with a temp table, but no longer conflicts with my other temp table insert.
Just to head off the comment I know that a few of you are about to write, warning me off Table Variables as performance killers... All I can say to you is that in 2020 it pays dividends not to be afraid of Table Variables. If this was 2008 and my Database was hosted on a server with 16GB RAM and running off 5400RPM HDDs, I might agree with you. But it's 2020 and I have an SSD array as my primary storage and hundreds of gigs of RAM. I could load my entire company's database to a table variable and still have plenty of RAM to spare.
Table Variables are back on the menu!

Rollback and Error Handling is Difficult
In my articles on Error and Transaction Handling in SQL Server, I suggest that you should always have an error handler like

The idea is that even if you do not start a transaction in the procedure, you should always include a ROLLBACK, because if you were not able to fulfil your contract, the transaction is not valid.
Unfortunately, this does not work well with INSERT-EXEC. If the called procedure executes a ROLLBACK statement, this happens:
Msg 3915, Level 16, State 0, Procedure SalesByStore, Line 9 Cannot use the ROLLBACK statement within an INSERT-EXEC statement.
The execution of the stored procedure is aborted. If there is no CATCH handler anywhere, the entire batch is aborted, and the transaction is rolled back. If the INSERT-EXEC is inside TRY-CATCH, that CATCH handler will fire, but the transaction is doomed, that is, you must roll it back. The net effect is that the rollback is achieved as requested, but the original error message that triggered the rollback is lost. That may seem like a small thing, but it makes troubleshooting much more difficult, because when you see this error, all you know is that something went wrong, but you don't know what.
I had the same issue and concern over duplicate code in two or more sprocs. I ended up adding an additional attribute for "mode". This allowed common code to exist inside one sproc and the mode directed flow and result set of the sproc.

Declare an output cursor variable to the inner sp :
#c CURSOR VARYING OUTPUT
Then declare a cursor c to the select you want to return.
Then open the cursor.
Then set the reference:
DECLARE c CURSOR LOCAL FAST_FORWARD READ_ONLY FOR
SELECT ...
OPEN c
SET #c = c
DO NOT close or reallocate.
Now call the inner sp from the outer one supplying a cursor parameter like:
exec sp_abc a,b,c,, #cOUT OUTPUT
Once the inner sp executes, your #cOUT is ready to fetch. Loop and then close and deallocate.
If you are able to use other associated technologies such as C#, I suggest using the built in SQL command with Transaction parameter.

In short, C# allows you to overcome this limitation where you can inspect the output of each stored procedure and use that output however you like, for example you can feed it to another stored procedure. If the output is ok, you can commit the transaction, otherwise, you can revert the changes using rollback.
On SQL Server 2008 R2, I had a mismatch in table columns that caused the Rollback error. It went away when I fixed my sqlcmd table variable populated by the insert-exec statement to match that returned by the stored proc. It was missing org_code. In a windows cmd file, it loads result of stored procedure and selects it.
