I need to create webpages in SalesForce, in SF we can create the webpages by using visual force(pages) and lightning framework.I am bit confused to choose one from these- I am new to salesforce.
I want to carry/transfer the data from one webpage to another page. In angular framework we can achieve it through service or providers. But in Visual force and lightning framework I am not able find suitable component for that by my own, Could anyone please help me on this?.

It depends on what framework you are using.
i.e. if you are using Salesforce Classic then go with Visualforce pages or
if you are using Lightning Experience then go with Lightning components.
Although you can use visualforce pages in lightning experience and vice versa but it is not completely recommended

I see react also has support for the dashboard programming libraries.. will it be used as a replacement for bi report tools?
Need to know when we can go for react dashboard libraries.
You are trying to mix two completely different tools here. BI report tools are used by business directly. I mean, there is a platform where they can go and work with the tool. Charting libraries in Javascript is used when you are developing a custom report inside a web application. So, unless the business is going to use your custom web app for reporting, there is no need of javascript libraries.

I'm trying to understand when I should use CMS like WordPress and when to use a single page application framework like React and Vue when creating a website. Any help?
WordPress can be used without any (barely any) coding skills. It's also a fast way to get a templated website running. If you don't know how to code, don't have a lot of time, and have a simple site, use WordPress
If you have coding knowledge, have time, and have a complex application, you won't be able to use WordPress, and you will find that out quite quickly.

I want to create an Admin page in order to manage users, groups, passwords and to publish content in a website. That website is made using React.
What is the right way to make it? Using a library for React that provides such Admin?
My workmate told me he uses Material UI, but I don't see how that library could be used for that purpose.
Material UI is used only for styling stuff, not for actual logic. If you have a REST backend, take a look at admin on rest project.
What is your backed written in?

I am creating a web Application with node js,angular,mysql and and express.Application contains different type of record which i have to manage.
So what do i use Single Page Application or Multi Page Application.
To me it comes down to preference and how much work I want to put into my application. Since you are using Angular, I think having the luxury of doing a single page application is great because load time is minimal.
If you take the multi page direction I would suggest ditching Angular and serving files from the server. The benefit of that is that you don't have to handle two applications.
I would use Angular because single page applications are very user friendly right now.

I am new to both responsive web design and angular and I am working on building a web page that will access database and display things based on data in one of the SQL Server tables. Could someone please point me in the right direction of what can i use to grab data from the database? Do I need a web service? data component? what technology would be best to use?
For the responsive aspect, you can use simple CSS, media queries or any library designed for this purpose (like Twitter-bootstrap for example).
AngularJS won't access database directly since it's a client-side language. You will need to build a server-side application to access the database. Then, your Angular components can call your server-side application to retrieve data.
AngularJS modules + any-technology web-service can be a suitable solution.
The choice of a technology over another highly depends on your needs and constraints. Unless you can ask more precise questions, we cannnot help so much.
