Try changing the line to:
compile('com.microsoft.sqlserver:mssql-jdbc')
You probably found a reference from somebody's code where they are using a local repository. As of November 11, 2016, mssql-jdbc is in Maven central. Much nicer to work with. It would appear that the 4.x versions are no longer officially available. All reference links that I have are redirecting to their new JDBC homepage.
Version 4 is not in Maven central, so you'd have to obtain it and use it locally. Here are the SQL Server JDBC drivers in Maven Repo.

Dnn Ver 9.4.0 Install package not running

I have downloaded the dnn version -9.4.0 install package from url -https://github.com/dnnsoftware/Dnn.Platform/releases/tag/v9.4.0 and configured that with IIS server but it's not running.I am getting compile time errors.
According to it's release document I have upgraded .net framework (4.7.2) in my system as well.
Same Install package for ver-9.2.2 I have downloaded then configured that in IIS and it's running proper.
Can you please confirm me about the issue in 9.4.0 ?

As an aside, you might want to check out nvQuickSite as an aid in installing DNN.
There were some issues with 9.4.0, but mostly about upgrades. Please try to download and install 9.4.1 which was released recently and addresses these issues.

Connecting Phoenix app to MS SQL Azure database

I am trying to connect a phoenix application to MS SQL. After looking around online I came across a couple of adapters called mssql_ecto & mssqlex.
I have added them to the project following the instructions in the readme, installed odbc and checked that the db is online but I am now getting the following error..
[error] Mssqlex.Protocol (#PID<0.13069.0>) failed to connect: ** (Mssqlex.Error) odbc_not_started
My app is configured as below..
config :my_app, MyApp.Repo,
adapter: MssqlEcto,
username: "<my_username>",
password: "<my_password>",
database: "test",
hostname: "<my_server>.database.windows.net",
pool_size: 10
My environment is as follows..
MacOS Sierra 10.12.5
Elixir version: 1.4.4
There is an issue in the mssql_ecto repo already, and I have tried the suggestions from there, but it still has not worked.
If anyone has managed to connect their phoenix/elixir application to MSSQL on macOS and could provide some instructions it would be greatly appreciated (even if it was done in a completely different way to my approach 😉 ).
Side note: Tried it in node with the same db and was able to connect to and query the db.
I've been working through the same issue this week, connecting to an Azure SQL Database, and this is what I've got working.
You are seeing the first of 2 main problems I ran into:
Erlang installed without ODBC
Mssqlex adapter is missing required configuration options
#1: Erlang installed without ODBC
If you've installed Elixir and Erlang using brew, or something like it, you are getting an installation of Erlang that does not include erlang-odbc. In order to remedy this, you will need to install Erlang from source.
I recommend that you install both Erlang and Elixir from source using the method documented here:

Just make sure that you remove the Kerl option, --without-odbc, before you build Erlang.
Now that you have Erlang installed correctly, the odbc_not_started error should go away... to be replaced by connection errors to the database.
#2: Mssqlex adapter is missing required configuration options
As of this moment, the mssqlex adapter does not support the following configuration options that Azure is looking for:
Encrypt
TrustServerCertificate
Connection Timeout
To get around this issue, I forked the mssqlex library and added those options in a branch. I am not committing to maintaining this so feel free to fork it yourself.
In order to use the modified mssqlex, replace the mix dependency with the github location and branch name:
{:mssqlex, git: "https://github.com/tvanhouten/mssqlex.git", branch: "azure-settings", override: true}
The override: true is important because mssql_ecto has a dependency on the mssqlex version in hex.
Now you can update your configuration:
config :my_app, MyApp.Repo,
adapter: MssqlEcto,
username: "<my_username>",
password: "<my_password>",
database: "test",
hostname: "<my_server>.database.windows.net",
pool_size: 10,
encrypt: "yes",
trust_server_certificate: "no",

Other "Gotchas" to Look Out For
Azure requires TCP connection:
In order to connect to an Azure SQL Database, you will need to make sure that the hostname: option starts with tcp:. So, all together, it will look like
hostname: "tcp:.database.windows.net"
Mssql_ecto does not support Ecto 2.2+:
If you're getting errors related to Ecto or Ecto.SubQuery, you probably need to make sure that you are using a version of Ecto that is supported by mssql_ecto. At this point in time, that means Ecto 2.1.x. Again, this requires a slight change to your mix dependencies:
{:ecto, ">= 2.1.0 and < 2.2.0"}
Dependency cache and lock issues:
If everything seems to be in order according to the above but it just doesn't seem like the new dependencies are being updated and compiled as expected, do the following:
Run mix deps.clean --all
Delete the mix.lock file from your root project directory
Run mix deps.get
Run mix deps.compile
That should do it!

Microsoft's Node.JS driver does not work

I tried following this but with no luck.

Every time I try to build it, it fails.
Does anyone have any ideas as to why does it fail to build. I am also using the latest version of Node if that helps.
Thanks for your question. Just to clarify you are using the msnodesql driver right?
One of the reasons that you might not be able to build is because you are using the latest node version.
The Microsoft Node.js driver is not forward compatible. The next version is in the pipeline. In the meanwhile you will have to downgrade your node.js version to 0.8.9.
Additionally there are a few other requirements. Follow these steps and you should be good.
Node.js – Version 0.8.9 (32 bit version). Make sure you download the x86 version and not the x64 version. You might have to uninstall your current version and re-install this version to ensure compatibility.
Python 2.7.6.
Visual C++ 2010 - the Express edition is freely available from Microsoft.
SQL Server Native Client 11.0 - available as Microsoft SQL Server 2012 Native Client found in the SQL Server 2012 Feature Pack.
Then just enter these in your node.js command prompt
1. npm install msnodesql
2. npm install -g node-gyp
3. node-gyp configure
4. node-gyp build
You should now see a build folder inside msnodel.
Navigate to build > release. Copy the sqlserver.node file and paste it in the msnodesql > lib folder. Replace the old file if needed.
Now you can follow the rest of the instructions on the blog you mentioned which will help you with connection string and connecting to your db. Let me know if you are still stuck.

Which sonar-maven-plugin version to use?

I am wondering which sonar-maven-plugin in which version I should use.
As far as I know there is a org.codehaus.mojo version and two org.codehaus.sonar versions (sonar-maven3-plugin, sonar-maven-plugin).
As far as I understand the sonar-maven3-plugin is now deprecated and the org.codehaus.sonar:sonar-maven-plugin should be used instead. However those org.codehaus.sonar version are tied to a certain version of the sonar server, therefore it makes probably no sense to use them directly.
To be able to deal with this there is the org.codehaus.mojo:sonar-maven-plugin which checks which sonar version the server has and from there checks which org.codehaus.sonar:sonar-maven-plugin to use.
So in order to have a maven pom that is independent of the Sonar Server Version one should probably use the org.sonar.mojo:sonar-maven-plugin:RELEASE version to be safe.
Did I get this right?

As described in the documentation page (see "Project analyzed with Maven 3"), the plugin you have to use is org.codehaus.mojo:sonar-maven-plugin, not the internal one(s).
When we were using sonarserver ver 3.7.1 we used to have org.codehaus.sonar:sonar-maven-plugin.
Once we migrated from Sonar Server to SonarQube server 4.5+ onwards, we need to use org.codehaus.mojo:sonar-maven-plugin.
Currently in our project , we need to compile our code with jdk 6(as it is old project) and run the sonarqube server ver 4.5.7 analysis with java 7
so with java 6 we run the command mvn clean org.jacoco:jacoco-maven-plugin:0.7.4.201502262128:prepare-agent install and while running the sonar analysis we change the jvm to java 7 and execute the command mvn org.codehaus.mojo:sonar-maven-plugin:2.4:sonar -Dsonar -Dsonar.host.url=http://localhost:9000 -Dsonar.dynamicAnalysis=true

DotNetNuke Upgrade 4.9.2 - PermanentRedirect Failure

When installing DNN 04.09.02 upgrade (from DNN 4.8.4) I receive System.IndexOutOfRangeException: PermanentRedirect error and cannot install the upgrade. How do I get around this so I can install the upgrade?

First try the following in your browser. Replace "www.yourdomain.com" with your domain:

If that doesn't work (which it didn't for me) then try the following steps (copied from Chris on that thread).
To manually run the SQL portion of the upgrade you'll need to run each upgrade script between your version and 4.9.2. I upgraded from 4.9.0 to 4.9.2 so I performed the following:
On the web server open the directory: \Providers\DataProviders\SqlDataProvider
Determine which files need to be run. Basically, all of the versions after your old version. In my case I needed to run the files 04.09.00.SqlDataProvider, 04.09.01.SqlDataProvider and 04.09.02.SqlDataProvider.
Open the SQL files in a text editor and replace "{databaseOwner}" (usually with "dbo.") and "{objectQualifier}" (usually with "", but sometimes "DNN4" or some other object prefix)
Run those SQL files in version order using SQL Management Studio.
Assuming those scripts ran without an error then the site should be ready to use.
