What Has Happened To BIDS - sql-server

I have Visual Studio Pro 2015 installed, SQL Server 2012 Management Studio but if I run Select ##Version I get SQL Server 2008 R2 - now my ? is....how can I get BIDS so that I can create SSIS packages?

I think you will have to download SQL Server Data Tools (SSDT) separately from this link - https://msdn.microsoft.com/en-us/library/mt204009.aspx
This release supports SQL Server 2016 through SQL Server 2005

SSIS Visual Studio 2019 for SQL Server 2008

The question is can I use Visual Studio 2019 with the most current SSIS to create SSIS packages for SQL Server 2008? Or do I need to download an earlier version of Visual Studio?
I do not have access yet to execute on the server I am waiting for this and just doing some research to get tools ready in the mean time. So I have not tried anything yet.
You have to install SQL Server Data Tools (SSDT) for Visual Studio 2019.

Says that you can't.
Supported SQL versions
Integration Services packages SQL Server 2012 - SQL Server 2019
Unfortunately, SSIS 2008 is too old. Additionally, SQL Server 2008, and its SSIS, are out of support. I strongly suggest upgrading your SSIS to a later and supported version.
VS2019 supports SSIS development for the following SSIS versions:
2012
2014
2016
2017
2019
-- UPDATE --
can sql server2008 use ssis later than 2008? this is what i was trying
to establish
No, SQL Server version and SSIS version are one and the same.
-- UPDATE #2 --
BIDS (Business Intelligence Development Studio) can be found after installing the full version of SQL server 2008.

Is SQL Server Management Studio 17.1 compatible with SQL Server 2016 (Developer Edition)?

I've installed SQL Server 2016 Developer Edition, because Microsoft states:
SSDT database projects in Visual Studio 2017 currently support up to SQL Server 2016. Support for SQL Server 2017 will be coming soon in a Visual Studio 2017 update.
My question is: Should I install exclusively SSMS 2016 or SQL Server Management Studio 17.1 is compatible with SQL Server 2016 Developer Edition as well ?
Thank you #scsimon for giving me an air of confidence.
I've installed SSMS 2017.1. It's compatible with SQL Server 2016, it works like a charm and, to be honest, it is much faster then SSMS 2016.

Missing Sql Server Compact? Not in Sql Server 2012?

I have Sql Server 2012 SP1 but I can't find how to create a sql compact server. It is not under connections like it was in sql server 2008.
Did they move it or do I have to install something else? According to web platform installer I have sql compact server 4.0 installed on my machine.
SQL Server 2012 doesn't come with Compact Edition.
I believe it comes with Visual Studio 2012 SP1, and it would be visible trough it.
