Android GIS library trend - mobile

I think there are lots of open source library for mobile gis which can working on offline including arcgis, qgis, nextgis, osmand, etc.
Is there any more library?
What is feature of these libraries and which library widely use?

LabVIEW - mobile applications

As far as I am concerned and what I've already implemented there is a way to cooperate somehow with mobile apps such as sending some instructions between mobile and LabVIEW instruments but...
Is there any way to implement mobile application with LabVIEW ?
I suppose that officially not, but what about some external frameworks such as LabVIEW hacker toolkit ?
I've never seen anything that allows you to create native apps. The usual solutions other than data dashboard are using web technologies:
Write a html page that LabVIEW can host that can load on the mobile device and use http or websockets for communications. There are some toolkits to automate this for example LabSocket (though not sure how much mobile testing is done with it).
Remote viewing technologies. I saw one the other day called wezarp which works on mobile.
All of these depending on a Windows based application that you are talking too though. I'm afraid natively I don't think anything exists and would be very hard to implement as you would need to play with the LabVIEW compiler to cross-compile to objective-c, java or javascript.
There was a way: NI LabVIEW mobile module which worked for windows mobile. You would program an app in LabVIEW, compile it and load onto your Windows phone. I recollect it worked pretty stable. The solution is not recommended for new projects
For dashboard style panels, there is Data Dashboard for LabVIEW Android smartphone version allows you to view only. (tablet version allows you to exercise limited control options) Also available for iPhone.

Adobe Air dependencies

We are thinking to develop a Windows Application and are considering multiple options for that. One of my colleague suggested me to explore Adobe Air. I have a few queries that i would like the expert programmers' community to answer:
1. Can we develop a full fledged database driven GUI application in Adobe Air?
2. Which databases Adobe Air supports? does it support SQLite?
3. Are there any APIs available for Adobe Air if we want to sync data to some online database?
4. are there any framework requirements for Adobe Air Applications to run? What are the prerequisites for the Adobe Air Application to run? Are its applications portable?
5. Is Adobe Air a defunct tech or is it safe to create a commercial grade desktop app in Adobe Air.

Adobe discontinued support for Adobe Air Linux so it can be stated that it is not portable.

Adobe Air supports SQLite as other multi platform languages. You cannot connect it directly to other databases.
BUT,
If you like to create online Air application, I suggest you to connect and load your contents from online server by Web APIs or Web services.

You can choose to create Stand Alone version to build for any OS like Windows,Mac and also the same code can build for Android, iOS and BlackBerry.
And also there is nothing needed to install for SQLites to run.

How to make a cloud and all platforms offline apps together?

I know is hard to develop web application and make a individual app versions in each device.
But i just want to know how that works with big companies.I want to know how they write there code

I recommend you use a version control tool.
make a individual app versions in each device.
I assume you mean developing different versions with few differences. The branch feature in a version tool can help you manage these versions easily.
How do sync the data with the cloud apps ?
You can use the web deployment feature to upload the applications/modifications to your web server.

Preview a document (ie. excel/pdf) designed for any Mobile phone on my desktop PC?

Is there any free software or is there anyway to preview how a document will look once on the mobile device. So for example, a rendering engine for a Blackberry or Android etc. This way I can make my documents tailored to specific devices without having the phones.

It would depend on the sort of document you were trying to create, and also what software on the phone is opening the document. There are a few different PDF readers on Android that I've used. On Blackberry, I believe the most common document reader is Documents to Go. In my opinion, a PDF is a terrible way to view content on a mobile device.
With that said, what I would do is download the SDKs for each of the platforms. They include an emulator that you can use that runs the OS in a virtual machine.

Well, without more information as to what your applications are supposed to do, I would also recommend J2ME, especially given that SonyEricsson has additional useful proprietary APIs that are available to their partners.
You can also target the web browser on the phone by having a server send dynamic HTML and javascript code.
Flash Lite is also an option.
Recent SonyEricsson phones contain the capuchin technology: Write the GUI in Flash and the application engine in J2ME. That could be worth a look, depending on the skills of whoever is working on your applications.

Your only option would be J2ME. I recommend using Netbeans with the Mobility Pack for the task. Download the Java version, that includes Java ME.

You should use J2ME (Java Micro Edition).
