I have installed SQL Server 2012 Express version where I have a local db instance separately. When I connect to SQL Server Express, it connected without problem, but when I try to connect to local db, I get the following error:

When I open SQL Server Configuration Manager, the local db service is not running but it is stopped. When I start that it shows error

When I open its properties and select log on as built in with local system after clicking apply it shows error

I am trying to connect from an Azure virtual server (windows 10) to an Azure Managed SQL instance.
From the command line on the virtual server I can connect to the managed SQL instance using:
sqlcmd -S aserver-data01.public.abc123.database.windows.net,3342 -U User01 -P password
This connects fine.
I am running a compiled .NET executable on the same virtual server that attempts to connect to the managed SQL server using the following connection string:
DataBaseConnectionString, Data Source=aserver-data01.public.abc123.database.windows.net,3342; Database=MyDB; Integrated Security=false; User ID=User01; Password=password
It fails with:

Can anyone help, I can't seem to get it to connect.
The problem was the .net executable was pulling the connection string from a comma separated config file and so was splitting the connection string in half at the comma before the port number.
After a BSOD the sql server doesn't work normal anymore.
I must restart the SQL SERVER (SQLEXPRESS) service every time I'm connecting with different client (application)
e.g: When I'm connecting with the software I developed it connects, then when I connect with SSMS it can't: I must restart the sql server service to let it connect. And when I'm connecting in SSMS first, my software can't connect: I must restart the service.

I have Informatica PowerCenter installed on my local machine and am able to successfully connect to the local SQL Server Database instance. However when I try to connect to a remote server I am getting 'Login failed for user domain\MachineName$'.

Can someone throw light on how to get over this?
I installed MS SQL Server 2008 R2 on my laptop, just to practice SQL and it is running on localhost. I also downloaded Pentaho to learn a BI tools. The problem is I have been getting the below error for a week or so and cannot seem to find a solution.

At the first, you check sql server is listening on default port, sometimes isnĀ“t take default port(antivirus,firewal, anyway).
Check the PID of SQL server service
type "netstat -a -n -o" command on console
search your PID on it and get your port where your sqlserver is listening
