Silverlight 4 SDK

I have to modify a very legacy Silverlight 4 application in VS2012.
But I cannot found where can I download SL4 SDK.
Does somebody know where could I find it?
Unfortunately it is not an option to upgraded it to SL5.

The accepted answer actually provides a link to Silverlight 4 tools for VS2010 but I needed Silverlight 4 SDK

Umbraco: my new published package is missing on Developer section

I made new Package for Umbraco, then I publish it on http://our.umbraco.org/projects.
Now the package is online. It is available to community.
But I can't find it inside an Umbraco installation.
If I go in Umbraco backoffice, "Developer", "Packages", "Umbraco package repositories", I can't find it.
Why?
Maybe I will wait some days? The package is online since August 23, 2013.

available in the backoffice. It's that way to ensure that the packages
you can install directly from within Umbraco are high quality that
have been approved by the community.

I think the package has to have a certain number of votes before it makes it into the Umbraco package repository. I don't believe that the exact rules are officially published anywhere so can't direct you somewhere for official confirmation other than to suggest you ask on the forums or Twitter with the hash tag #umbraco.

I need this version of Silverlight developer runtime:

I tried to find it, but i was not successful.
Anybody can help me where I can find this version of Silverlight developer runtime?

Winforms Application Setup Creation in VS2010

I know that this is a very stupid question, but I have not been able to find a definitive Guide to creating a basic Installer for my windows forms application. I know we have to use Setup and Deployment Projects in VS2010 but have not been able to find any step by step guide for it.
If possible please guide me regarding the same.

Many Winforms projects don't require an installer. Just copy the files in the Release folder, formally named "XCopy deployment". The walkthrough for a Setup and Deployment project is here.
I'm currently learning how to do setup projects as well.. I found a couple of sites that helped me to get off the ground and have a basic installer. I know the first link is from way back in 2005, but it still helped.

There is a config wizard that comes with the installation. It is a GUI or a text based program that is easy to use. Look for config.exe or config.sh in wlserver/common/bin
