Are there any alternatives for Ripple Emulator (plugin for Chrome browser)? I'm interested also in plugins for other browsers.

I think Ripple is the best option out there, but I'm also aware of Opera having their own mobile emulator product:

I believe the built-in emulator in Chrome is now much better than Ripple.
You don't really need a 3rd party extension just for this.

Actually i am trying to run my localhost react application on my android mobile. And for this purpose I am using ngrok. But with it after some time latter it is throwing an error of ERR_NGROK_702.
If Any one has solution for running localhost react application on my Android mobile from Linux Os. Then Please guide me.

I have been coding with xCode for a while now and have released two iOS apps. I have a good idea for my third app; however, I want it to be universal (accessible by all devices). What is a good IDE to use to code for all three major OSs (iOS, Android, Windows) at the same time?

We have a requirement to work on an application which should run on mobile devices (iPhone/Android and Windows Phone) and Desktop browsers.

Cross-platform HTML-app solutions seem like a good fit for this. They are cross platform app development platforms that are composed of HTML, CSS and JavaScript. They would allow you to compile for many platforms from a single codebase. Here's a few of the popular ones:

I am searching for the features supported by Marmalade SDK and could not find anything about in app purchase. Does anyone knows how to do it and can point me some resources about it?
Marmalade supports in-app purchase for Android, iOS, blackberry and Windows phone 8. You just need to look at the particular platform specific API they have. For example check out their platform specific guide here.

I am a beginner to windows device driver development. So far I read Windows Internals book. I would like to know about any good resources available online so that I can start writing kernel drivers on my own.
Go to How To Write a Windows Driver. Apart from guiding you towards the windows driver kit, it also has good documentation on the various aspects of windows driver development.

You've probably already figured this out, but you will need the Windows Driver Kit to develop drivers for windows. There is also many tools and documentation as well to go with it.
