By default Windows Form application in VS2010 is targeted to dot net Frame work 4.0 client profile for a windows form template ( i m not changing the original template but the newly created project).
but when I changed it to Dot net Frame work 4.0, the project is not loading into IDE.
It happens every time.
pleas help me.

I have noticed the same thing. Try closing the solution and re-opening it.

I've been encountering this issue ever since I bought this laptop with 4k display in 2015. With a lot of effort I managed to work around the issue but I'm growing tired of it.
VS2017 is supposedly DPI aware hence I do not expect any issues when creating a simple MDI Parent Form and running the app. But to my frustration the icons in the toolStrip (just the standard one in the MDI parent form) are scaled horribly.
When I create a form with a button on it which looks just fine in Visual Studio 2017 designer and I run the app and load the form, the button text isn't completely shown.
My display settings are as follows:
Resolution: 3840x2160
Scaled 250% (in display settings) because at 100% everything is unreadable
I've tried to find solutions, but the only workable thing I could find was setting my visual studio designer to dpi-unaware via registry (link here)
Help anyone?
Update When I add a new MDI form with the setting of DPI-awareness OFF, everything looks OK except Visual Studio itself (blurry).
I have similar problem when working with Windows Forms (Windows Forms Designer) on Visual Studio 2017, but I think it would be the same on Visual Studio 2019.
From Microsoft documentation here, there is a tip to disable the scaling/DPI aware feature.
If you prefer to manage settings from the command line, devenv.exe
takes /noscale as a command-line parameter to run in 100% scaling
mode.
So, basically, I just created a shortcut on the Desktop to Visual Studio (devenv.exe) and added the parameter /noscale on the shortcut Target field like so:
"...\path\to\IDE\devenv.exe" /noscale
So, everytime Visual Studio is started through the shortcut, it will always start with 100% scaling mode. If you use high resolution screen (high-dpi) screen, you will notice that the Visual Studio text will appear a little bit blurry because of this.
You should change the settings so there won't be a difference when the program runs on different machines.
Go to the project's properties page, then to Manifest Tool and then Input and Output. Change the DPI awareness to 'none'
Working with forms in my main C# project has gotten progressively more unstable, but now it has gotten to the point where I cannot even create a brand new User Control, because Visual Studio 2010 crashes immediately.
This has been an issue on several different machines (WinXP, and Win7), so I assume it has something to do with the project settings.
I have tried debugging opening controls with a separate VS instance, but it doesn't seem to even reach the constructor of the control.
Are the any suggestions for tracking this down?

I installed Crystal Reports for VS 13.0.2000 to work with VS 2010. I will need to use CR in a WinForm app.
To my utter surprise, I have no CrystalReportViewer in my VS Toolbox pane for WinForms. The CrystalReportViewer does show up in Toolbox for web forms though.
I could obviously add the viewer to my winform without using the toolbox, but I can not seem to figure out what do I need to reference to get it. I am already referencing all the usual dll's like CrystalReports.Engine and CrystalDecisions.Shared but it does not help.
Does anybody have any idea what I am missing?
You need to ensure that you're targeting the full framework, and not any subsets, such as the client profile
My VS2010 install has WPF Browser application project template, and WPF User Control lib template, but no WPF Application template. Any suggestions would be appreciated.
For me I was missing ProjectTypeGuids in the .csproj file (a new project worked for me so just compared the project files), so if you add this to the .csproj file under PropertyGroup I then had all the WPF types available for adding:
<ProjectTypeGuids>{60dc8134-eba5-43b8-bcc9-bb4bc16c2548};{FAE04EC0-301F-11D3-BF4B-00C04F79EFBC}</ProjectTypeGuids>
This is kind of an old question, but I just hit the same issue and found the answer after the above didn't help, so....the solution for me was that I had to select a higher framework version (4.0) before the WPF Application template I was looking for became visible. If you find that you don't have the WPF or other project templates you expect available, you may want to check that you've selected the approriate framework version from the drop-down list immediately to the right of the "Recent Templates" label in the Add New Project dialog (it's near the top-left of the dialog in question).
This issue is a lot older than Visual Studio 2010. It goes back to 2005 at least. Lucky you, I was missing the New Class template once.
According to a bunch of sources, this trick works:
If you are missing a template that comes with your installation, run devenv.exe with the /installvstemplates switch.
You'll need to exit out of all Visual Studio instances for this to work.

I wound up uninstalling and reinstalling my Visual Studio entirely but this trick probably would have fixed my problem.
Just had this in VS2017 Community Edition. This discreet message to add missing templates helped me:

I installed Blend 4 RC recently but strangely it deleted some of my VS2010 projects templates, including the most important ones being Silverlight User Control and Silverlight Application.
Does anybody know how to get back these templates or tell VS2010 to reset all templates?
A bit frustrating, I'm having to create projects on my laptop then copy them to my desktop manually :(
No matter, I just reinstalled SL4 Tools and I've got my templates back once more.
Blend 4 RC also confused VS2010 on my machine, causing the WPF UserControl template to disappear. I don't use the SL4 Tools, so solved the problem on my machine by placing the template from Program Files\Microsoft Visual Studio 10.0\Common7\IDE\ItemTemplates\CSharp\WPF\1033 in My Documents\Visual Studio 2010\Templates\ItemTemplates\Visual C#\WPF.
