The Workspaces property which is bound to the HeaderedContentControl's Content property, has a collection of UserControls, which are rendered in the tabs. This all works fine.
The problem is that when i select a row in a grid in one of the UserControls, switch to a different tab, and then return, the selected row is reset. The same happens if a RowDetails is open - when I switch away and back to the tab, it is collapsed.
Any way around this?
Edit: After looking at the proposed solutions for the TabControl behaviour, I'm wandering if I might ditch it altogether. Any ideas for a UI that will allow me to keep several relatively complex UserControls and switch between them, not loosing the visuals in the process?

This is a common problem with the TabControl. Since it only displays the content of the selected tab. If your tab items are not visuals themselves and are presented with a DataTemplate, then the controls will be created and released as you switch tabs.
There are two solutions to this problem here and here, which attempt to retain the visuals for each tab.

You can simply wrap the StackPanel in ContentControl and make it ControlTemplate.

However, you will need to change properties of controls inside the ContentControl and it would be cumbersome. So the StackPanel could be wrapped in UserControl instead.

This is a common way in WPF. The downside is that you will need to add dependency properties to UserControl and wire up them with dependency properties of internal controls so that you can set their values at the level of UserControl and bridge them with external controls and window. This could be complicated and cumbersome as well.
So I think ideally it would be better to find an existing control which has similar functionalities you want and create a custom control deriving from the existing one.

The WPF ToolBar control uses a custom panel for the overflow Popup. In many styles, the ToolBarOverFlowPanel has a property WrapWidth set to a static value like 200. This determines how many items can be displayed before it wraps to another row in the popup.
I've created custom styling for this control and have found that the ToolBarOverFlowPanel used internally is buggy. That's probably the source of your problem.
You can re-template the ToolBar and wire-up a different value for WrapWidth to try to fix the issue, but my guess is that you'll still run into layout problems.
Otherwise, you might consider making your own replacement control.

Everything displays OK. My problem is when the parent controls are set to Visibility=Collapsed my ItemsControl still goes through the DataTemplate and calls the converters for BorderBrush and BackgroundBrush for each MessageViewModel.
This is bothersome because when the list is very large the bindings are set and converters are executed when they shouldn't. This list is only visible when the user chooses to see it. I understood the binding engine ignores elements under a collapsed parent. Is there an exception to this rule? Or am I just missing something?
I found my problem. The above ItemsControl and DataTemplate were in a UserControl. The visibility was originally handled inside the usercontrol itself by binding the main layout grid to a visibility property. By simply setting the user controls visibility in the parent XAML all bindings started behaving as expected.
This fixes my problem but I still don't understand the difference between setting the visibility of the main layout grid vs the visibility of the usercontrol itself.

At the moment, I'm trying to use an ItemsControl with an ItemTemplate composed of an Expander.
I want a consistent look for the Header portion of the Expander, but I want the Content portion of the Expander to be completely flexible. So, it's basically a set of "portlets" stacked vertically, where each portlet has a consistent title bar but different content.

Discussion:
The only thing that shows up when I run this is the DataGrid of users and the buttons ("Add New User" and "Delete User") below it. There is no Expander or title bar. Also, even if I did see one, I'm not sure how to set up a Binding for the title that appears on the title bar. I know how to do bindings if I use ItemsSource, but I wanted to set my items declaratively.
The question:
How should I go about this? I'm looking for either a fix for what I have now or a clean-sheet solution.

What I ended up doing was replacing the ItemsControl with a StackPanel and just writing a style for my expanders. This proved to be much simpler, and there really was no benefit to the ItemsControl since I needed to declare custom content for each item anyway. The one issue remaining was how to achieve a custom title for each expander. That's where #Thomas Levesque's suggestion to use TemplateBinding came in. All I had to do was replace Text="Title_Of_Expander_Goes_Here" in my header's template (see code above) with Text="{TemplateBinding Content}".
You're not seeing the Expander because you redefined its template. This one should work better :

Personally I think a TreeView control would give you a much better base to work from, especially if you're using Expression Blend as a basis to create new/blank Templates from for items. Seeing the default Templates is extremely enlightening and gives you much more fine-grained control and better understanding and insight into how things work by default. Then you can go to town on them. It also looks like you're working with Hierchical Data and TreeViews inherently lend themselves well to working with such data.

I want to show a third image (glow.png) behind the currently moused over image. I can't seem to add a second image to the stack panel, and set it's visibility to hidden. I haven't even tackled the mouseover part yet.
Is adding another image inside the stack panel, and then setting it's visibility to visible the right approach on mouseenter, and then swapping back on mouseleave?

You certainly can have one image behind another. Instead of directly adding the image to your StackPanel, add a Grid and then add both images, like this:

You might also like to look into Bitmap Effects, using which you can introduce a "glow" effect onto any WPF element.
Edit: Another way to achieve the effect you want (I believe) is to swap out the image's Source property in a trigger. I'm not going to try to write the XAML from memory here, but you could catch the IsMouseOver property for the image itself, and when it switches to True you could set its Source to the "glowing" version of the image.
Another possibility is to add a border to your image, set the color of the borderbrush to whatever you want and the opacity to 0. In your MouseEnter event handler set the opacity to 1.
