I am looking for a project (application) that makes use of Ontology (for an academic course). Every body is talking about the health care application. I want to work on a different project. please any suggestion could help.
I think that (almost) everything can be represented through an ontology. The idea behind it is to embed semantic meaning to the data you are putting into it.
Take for example Swoogle, it's a search engine that look into several ontologies to retrieve the information.
In the same way you can use it for any purpose:
Tourism: travel information, retrieve meaningful suggestions to you clients
Documents: search for topic that are related, not just by the keywords but by the meaning of those keywords
Shopping store
FAQs
etc
The list goes all the way, if you can use it as a search engine, you can use it everywhere.

I am trying to make a chatbot. all the chatbots are made of structure data. I looked Rasa, IBM watson and other famous bots. Is there any ways that we can convert the un-structured data into some sort of structure, which can be used for bot training? Let's consider bellow paragraph-
Packaging unit
A packaging unit is used to combine a certain quantity of identical items to form a group. The quantity specified here is then used when printing the item labels so that you do not have to label items individually when the items are not managed by serial number or by batch. You can also specify the dimensions of the packaging unit here and enable and disable them separately for each item.

When creating a new item, the item label should be printed automatically. For this reason, we have added the option ‘Print item label when creating new storage locations’ to the settings. The data you are showing seems to be a good candidate for a passage search. Basically, you would like to answer user question by the most relevant paragraph found in your training data. This uses-case is handled by Watson Discovery service that can analyze unstructured data as you are providing and then you can query the service with input text and the service answers with the closest passage found in the data.
From my experience you also get a good results by implementing your own custom TF/IDF algorithm tailored for your use-case (TF/IDF is a nice similarity search tackling e.g. the stopwords for you).
Now if your goal would be to bootstrap a rule based chatbot using these kind of data then these data are not that ideal. For rule-based chatbot the best data would be some actual conversations between users asking questions about the target domain and the answers by some subject matter expert. Using these data you might be able to at least do some analysis helping you to pinpoint the relevant topics and domains the chatbot should handle however - I think - you will have hard time using these data to bootstrap a set of intents (questions the users will ask) for the rule based chatbot.
TLDR
If I would like to use Watson service, I would start with Watson Discovery. Alternatively, I would implement my own search algorithm starting with TF/IDF (which maps rather nicely to your proposed solution).
I want to design a Semantic Search engine for my final year Master's degree. I have been doing a fair amount of reading both casually on the web and academic papers so I am not a total noob in this field.
My aim is to build a semantic search engine, which parses out the HTML content into its equivatlent RDF triples,stores the triples in a triplestore, through which the engine will try to respond to the query fired using SPARQL. I want to do something out of the box unlike the other students . So, I decided to build a semantic search engine.
Right now, I had a running search engine using Solr which performs keyword search, what I want to do is the semantic search. I know some open source tools regarding Web 3.0 but not sure whether they will be compatible with Solr or not.
So, can you please provide me some help for building the same.

Although it sounds hard, but you will not be able to capture everything.
You need a lot of data. Of course, there already is a lot of data arranged in formats like owl and rdf which you may use (e.g. WordNet, Yago, GeoNames etc), but although they are of huge size, they only focus on very small portions of a possible discourse universe.
Developing a good semantic search takes a lot of resources and brain power. Projects, like for example KompParse at the German Research Center for Artificial Intelligence, which only focus on a small part of human conversation (gossip or buying furniture) have been running for several years with several employees by now and are still just "ok".
Understanding semantics has already been implemented in different search engines, take google for example, or wolfram alpha. So this topic might not even be as much "out of the box" as you think.
So I will go with user723630 and strongly advise you, to focus on a smaller topic. You will still achieve a lot, but you will not get frustrated.
I have recently complete Hartl's Rails tutorial, and have devised a little app that I would like to try to build out. I would like to understand whether I would need to learn, and integrate a separate database (such as PostgreSQL) to my Rails model in order to model the functions that involves matching users based on shared qualities with each other.
For example, if user a and user z both indicates that they like chinese food as well as like spicy meatballs, they would be "matched" with each other, where either users could initiate a "friendship request". However, if a were to like the food items described, but user b like spicy meatballs and like tapas, a and b would not be matched with each other (because they only like 1 thing in common.. or some other stupid matching logic :) ). Of course, the actual model may be slightly more complicated than this, where there may be other factors like "music" or "sport", in which a matching process would consider certain qualities superior, and weighs them more than others in a matching process.
My questions are -
Would Rails be sufficient to handle the slightly complex database described above, where users enter their info, and a "black box" model would then spit out matches? Are there any resources that I could look into to learn more about databases in Rails?
If not, which type of database would you recommend that I learn more about? Would PostgreSQL be a good candidate?

For clarification, my question stems from the topic discussed in this part in the tutorial, where it noted about how working with Rails could enable one to "barely ever have to think about how Rails stores data". I was wondering if this would still be the case when the database would need to perform some type of work, such as matching, on its own.
Wow wow wow. Firstly rails isn't a db. Models are reflections of databases and a structured way to view records as instance variables.
So yes you need a db. Recommend you start yourself off with SQLite since its nice and small and data lives as a file within your app. Then upgrade MySQL later on (NB: this is generic advice without knowing what projects you might do next).

My application needs to retrieve information about any published book based on a provided ISBN, title, or author. This is hardly a unique requirement---sites like Amazon.com, Chegg.com, and even software like Book Collector seem to be able to do this easily. But I have not been able to replicate it.
To clarify, I do not need to search the entire database of books---only a limited subset which have been inputted, as in a book collection. The database would simply allow me to tag the inputted books with the necessary metadata to enable search on that subset of books. So scale is not the issue here---getting the metadata is.
The options I have tried are:
Scrape Amazon. Scraping the regular Amazon pages was not very robust to things like missing authors, and while scraping the smaller mobile pages was faster, they shared the same issues with robustness of extraction. Plus, building this into an application is a clear violation of Amazon's Terms of Service.
Scrape the Library of Congress. While this seems to have fewer legal ramifications, ease and robustness were again issues.
ISBNdb.com API. While the service is free up to a point, and does a good job of returning the necessary metadata, I need to do this for over 500 books on a daily basis, at which point this service costs money proportional to use. I'd prefer a free or one-time payment solution that allows me to do the same.
Google Book Data API. While this seems to provide the information I need, I cannot display the book preview as their terms of service requires.
Buy a license to a database of books. For example, companies like Ingram or Baker & Taylor provide these catalogs to retailers and libraries. This solution is obviously expensive, so I'm hoping that there's a more elegant solution I've missed. But if not, and someone on SO has had a good experience with a particular database, I'm willing to go with that.
I've tried to describe my approach in detail so others with fewer books can take advantage of the above solutions. But given my requirements, I'm at my wits' end for retrieving book metadata.
Since it is unlikely that you have to retrieve the same 500 books every day: store the data retrieved from isbndb.com in a database and fill it up book by book.
Instead of scraping Amazon, you can use the API they expose for their affiliate program: https://affiliate-program.amazon.com/gp/advertising/api/detail/main.html
It allows about 3k requests per hour and returns well-formed XML. It requires you to set a link to the book that you show the information about, and you must state that you are an affiliate partner.

I am going to be creating a work order system with three roles
The "client" - The client can request projects to be completed by the worker. The project must be selected from a list of templates and various sub options all referred to as a campaign (campaign types come and go throughout the year)
The worker - The worker must be able to view work orders and mark them as accepted/rejected, work in progress and completed.
The overlord - He/She needs to see stats concerning the activity of the other two types of users.
So.
This is a web app. But a very simple one in terms of logic. Could something like drupal handle this? Or would I have to write my own modules? The other out of the box aspects of drupal make it attractive (admin, user creation, news feeds, etc...)
I have looked at Views and Webforms. Views seems great for querying and displaying data from the work order database (great for a portion of all three roles), but I am not clear as to how I interface with my work order database when creating and modifying work orders.
Webforms doesn't see to be the answer, I am sure I just missing something right under my nose.
Any hints in which direction to look would be great!

If you use a simpler, less powerful CMS, you may save time with the learning curve but lose time struggling with a less flexible framework. Also: Check how active the developer community is when evaluating Open Source software. You'll need support.
Views and Webforms may be tools that you'll end up using but what you're really talking about is work flow. You could build your own work flow with a combination CCK and views, yes. There are also work flow modules.

I am pretty certain that you can do this with drupal. I would suggest looking into using an easier CMS than drupal for something simple like this. Using something like MediaWiki for this application might be quicker to develop and have less of a learning curve. If you don't mind putting in the time to learn drupal, I think you will ultimately have more freedom.
First of all, don't underestimate Drupal's learning curve. Especially if your PHP and/or programming skills are relatively new. Drupal does a lot of things in it's own way, and it's good to know that way.
Secondly, Drupal is (imho) made first of all for outward facing sites, it can have a lot of stuff just for the users and not for the public, but a lot of its functionality is made for the CMS part of the system. You might consider using a more framework-style system like Zend Framework, which components are a bit more "loose" but also offers less functionality out of the box.
Thirdly, depending on what a work order is and how it should be treated a custom module could be needed. If a workorder has a really simple datamodel, it could probably be done without programming, but if it is complex you'll have to fire up your favorite editor. Don't worry, making a module sounds scarier than it really is.
I don't know how good your knowledge of drupal is, but to me this has CCK and Views2 and user roles written all over it.
Basically, use CCK to create your content types (remember the user reference field might come in handy to assign a node/record to a particular user)
Then create views for each user group (they could be shared, as you can assign them to more than one role type)
Creating a view where you filter the cck user reference field by the user looking at the screen may also come in handy here.
OKAY, there might be a little bit more to it than that, but what you want is doable.

CCK - Define your own content types (add your own fields)
