I want to bundle DirectX web installer with my application and run on user's system to update their DirectX. I want to know if redistribution of DirectX web installer is permitted.

From the License Agreement shown when launching the installer it seems that you cannot redistribute it. Then again, this didn't stop many setup developers.
A simple solution is to use a custom action which downloads and launches the installer. This way you use the Microsoft URL and meet the EULA requirements.

I currently have an Microsoft Action Pack but I don't see a license for TFS included in it. What would be the best way of getting TFS 2012 Server installed and access for 6 devs and 2 Web access users.
I've read the Microsoft Licensing White Papers and they are next to useless. Does anyone have any concrete examples of the best way to get this done? Do I just purchase a Server License and 6/8 CALS, it seems I should be able to reuse some part of the Action Pack to reduce this cost, no?

I planned to write a small neo4j wrapper in my own framework, which is OS under the Apache 2 license. Is it a problem to publish my code for neo4j under the Apache2 license since neo4j uses the GPL/AGPL license?

How many developers can work together with MonoTouch Enterprise Licensing?
It's one seat per license, but they do have volume licensing aswell.

Only one developer can use the enterprise license at one time.
This license is assigned to your company though, instead of a specific developer, so if you hire somebody else, or the current developer leaves the team, another one can work on the project without having to purchase a new license.

I'm looking to package and deploy a portable version of any popular web browser with my application, do you know any web browser that has a license that permit's to distribute it with a commerical application?
There is not much choice nowadays, so you can do your own research and read licenses for currently used browsers.
If you don't want to pay any license fees, you should take a look on Mozilla's Firefox licensing: http://www.mozilla.org/foundation/licensing.html
In general, yes, you can redistribute Firefox, under certain conditions. Also see Licencing FAQ: http://www.mozilla.org/MPL/mpl-faq.html
Or, take a look on Chromium licensing: http://code.google.com/intl/en-EN/chromium/terms.html
Also, you might want to embed browser's engine in your application (For Mozilla's Gecko read: http://www.mozilla.org/projects/embedding/ , for WebKit, consult your UI widget library, it might have it already; if not, take a look here: http://trac.webkit.org/wiki)

If I have a windows xp computer with a single license (the one dell gave me), if I have 2-3 vm's setup (using vmware) for development purposes, do I have to have licenses for all of them?
Read Microsoft's EULA that came with the OEM license you have.
It most likely says you can only have one copy running at a time. So, yes: you need multiple licenses.
If you're doing development at a company or school, you may be able to use a volume/site license key, however.
