Personally, I like what 37signals produces, also extJS based panels, though they tend to be rather slow.

I am new to qooxdoo framework I have few questions,
In all the sample QX.Website apps provided there was no QXTheme defined in config.json, is it like themes are used in a different way instead of config.json or how?
Is qooxdoo is like replacement for jquery or will be used together with jquery. Since jquery has lot of plugins available. I am not finding qooxdoo as easy as jquery
3.QX.Desktop is desktop feel like website or it is a desktop application itself, same for qx.mobile too?

QX Website
Is cross-browser library that can help you build lightweight websites.
It main features are DOM selector, BOM and HTML abstraction layers, cross-browser keyboard and pointer events. As well some network abstractions for REST service and web storage. Οther functionality is provided through modules. There is no theming option because theming is done by regular css.

QX mobile
Is the attempt to enable developers use the same principals as in qx.desktop to create web apps that have that feels likes a native app or you can simply use cordova or something else to ship your application inside any store.
QX Desktop
Is the way to go if you are building a single page application.
It has the feeling of a desktop application but this is only theming and it runs in the browser it doesn't run on desktop.
TIPS
If you want to build a mobile app don't use qx mobile as I don't think is maintained appropriate anymore.
If you would like to have a more modern theme checkout the clean theme from sqville.
If your project have a lot of forms and think to use qookery as it will be easier. (Shameless plug I'm one of the contributors of qookery).

You can definitely do it. However, it's probably not advisable. Ionic just provides a bunch of directives for you to use. You can use that in conjunction with something like Cordova/Phonegap to package that up for a mobile release. Otherwise, you could just take the web parts of the project (i.e. all your html/js/css/assets) and point a web server to them and presto - you can access your ionic page with a browser.
However...
You probably don't want to do this for a few reasons.
Ionic wasn't written to target desktop pages
Ionic doesn't really provide anything for desktop pages that A. doesn't already exist in Angular or B. someone hasn't properly written for desktop solutions
My suggestion here is to just use plain Angular or another framework such as React/Vue.
To answer the last part of your question: Angular is the framework that Ionic provides bindings (and some assets such as icons) for. Those bindings happen to be optimised/targetted towards mobile devices.

I recently migrated a website to Joomla, the old website used bootstrap and was responsive.
However, when I used the same template on the new website powered by Joomla it isn't responsive at all.
I thought it would be responsive by nature, is there any additional configuration to make to get it responsive ?
Note: I am not a web designer, so simple explanations would be great.
Basically Joomla works out of the box with some old style templates. Although bootstrap is already into the joomla libraries it doesn't mean that it is used.
Fortunately there are many free templates with their own framework that use bootstrap to have a ready to use responsive website.
I feel to suggest the helix framework http://www.joomshaper.com/helix , it is also very easy to use and customise.
Or the new gantry5 http://gantry.org/ but it doesn't use bootstrap
I would suggest to use Gantry 5 framework. It is free, light and easy to use if you are not a developer.
It does support Bootstrap but they are using there own responsive framework.

I have a website and i want this to be mobile ready. I found Kurogo very helpful for static website. But this is not useful when i have a website where there are many forms and all. which is the best way to convert a website mobile ready where it has many forms, add, edit , update forms and all. I use php/mysql for my application.
you can always try to use bootstrap or zurb foundation and then load the css using a media query

i dont think that you'll find a plugin that will transform your website for mobile. because there are too many decisions to make when creating a mobile web, for me it's like creating a completly different website with only the necessary information that your website has..
But maybe there are components that might help you with the small taks (like detecting the user agent and stuff).. here you can read two good articles about creating a mobile website:

There's also a few JS frameworks that will help you with the interaction with the user, i've only used Sencha touch..
But my guess is that you'll have to adapt/create "manually" the css, html and js for mobile, and I don't think that there's a magical tool to do that, you'll have to do it yourself (or pay someone to do it =D)

In a nutshell:
Lets you setup mobile layouts /Views/Layouts/mobile/default.ctp
Mobile views /Views/Pages/mobile/home.ctp
Sets a template variable $is_mobile
Lets you force a specific layout ?forcedLayout=desktop, and remembers this in a COOKIE
If no layout is forced it uses CakePHP's User-Agent detection to make the decision $this->request->is('mobile')
If no ../mobile/ layout or view file exists then it falls back to the default layout or view.
Typically with cakephp you want to create a separate view layout for mobile viewing. The app controller should change the default view layout to the mobile one when detecting a mobile browser.
Your mobile view layout should be made by you, only you know what data on your site is important and what is not (aka, what should be removed /kept for mobile viewing) Also your mobile layout can use alternate CSS and only load the elements you want.
