I've been viewing a lot of 'Twitter Clone' and 'Instagram Clone' videos but none of them go into detail on how the "Follow" functions work.
How do I show only posts by people you follow? Do you filter the API based on a 'following' Boolean attribute?
I'm just really confused how that wouldn't bog down the app.
Any insight is greatly appreciated!
P.S. (I typically use JS and React)

These functionalities are implemented in the backend and not the frontend.
Imagine twitter filtering millions of tweets on your mobile to show you the ones that you follow. It is not feasible at all. All these things are done in high-performing servers and database queries depending on your choices and following.
So basically you are looking at the wrong place, you should try learning some basics of NodeJs and Mongo DB and then implement it using these.

Is it possible to make a website that connects to my discord js bot and shows user count?
Yes, it is possible but you are going to have to host it yourself. Typically with these websites, you will have a profile page for all of the servers with your bot in it. You can then modify it on the website and it will store that data in some form that will affect how your bot acts. However, it does look like it requires a lot of research and experience in a couple different languages. I say that anyone can do it with enough time, so I encourage you to try it out. You might learn a thing or two!

I am creating a web Application with node js,angular,mysql and and express.Application contains different type of record which i have to manage.
So what do i use Single Page Application or Multi Page Application.
To me it comes down to preference and how much work I want to put into my application. Since you are using Angular, I think having the luxury of doing a single page application is great because load time is minimal.
If you take the multi page direction I would suggest ditching Angular and serving files from the server. The benefit of that is that you don't have to handle two applications.
I would use Angular because single page applications are very user friendly right now.

I am new to both responsive web design and angular and I am working on building a web page that will access database and display things based on data in one of the SQL Server tables. Could someone please point me in the right direction of what can i use to grab data from the database? Do I need a web service? data component? what technology would be best to use?
For the responsive aspect, you can use simple CSS, media queries or any library designed for this purpose (like Twitter-bootstrap for example).
AngularJS won't access database directly since it's a client-side language. You will need to build a server-side application to access the database. Then, your Angular components can call your server-side application to retrieve data.
AngularJS modules + any-technology web-service can be a suitable solution.
The choice of a technology over another highly depends on your needs and constraints. Unless you can ask more precise questions, we cannnot help so much.

So, I have a desktop site that has lots of features and design specific contents which are not really suitable for mobile view (loading speed etc).
So, I want to have a separate mobile site, such as m.example.com.
I am thinking of somehow detecting that it is in either mobile or tablet view.
What would be the most appropriate tutorial that is up to date?

So, CakePHP is a really awesome MVC framework, but I'm looking to better understand the MVC architecture in it, especially for services and organizing logic.
I currently have a lot of logic in components related to models, but I want to do some processing with that same logic in a shell script. I'm not sure if I'm approaching it correctly. I'm particularly concerned about technical debt and scaling maintainability. I don't want to go down this road then have to turn back. Thanks in advance for any and all pointers, best practice tips, etc.
You probably want to move the component logic you mentioned into models. Generally you want more of your logic in the model layer than the controller layer (which includes components).
