So, I have a desktop site that has lots of features and design specific contents which are not really suitable for mobile view (loading speed etc).
So, I want to have a separate mobile site, such as m.example.com.
I am thinking of somehow detecting that it is in either mobile or tablet view.
What would be the most appropriate tutorial that is up to date?

For a good tutorial, I'm not sure if you're asking for a text tutorial or a video tutorial. I find that text tutorials give you options to go at your own pace and dive deeper in the subject. Therefore, I would suggest this tutorial: http://www.html5rocks.com/en/mobile/responsivedesign/

I decided to make an application that like statechart simulation tool or flowchart (such as yEd, MS visio etc.). It will be a diagram scene application. But, I have'nt decided to platform that I will use yet. Which one is suitable for this jobs?

well, I have only WPF platform experience but I'll share my experience in those area.
I worked almost 2 years for developing in desktop application using WPF(I know it was 1~3 millions $ project). and some portion of my job is developing and maintaining diagram based canvas with telerik libraries.
but the first, I want to recommend you to choose your program going to be a .net-based/cross-platform/web-based.
If you choose that you are going to make windows application and those diagram chart, then WPF and telerik may be a one of good choices.

I'm trying to understand when I should use CMS like WordPress and when to use a single page application framework like React and Vue when creating a website. Any help?
WordPress can be used without any (barely any) coding skills. It's also a fast way to get a templated website running. If you don't know how to code, don't have a lot of time, and have a simple site, use WordPress
If you have coding knowledge, have time, and have a complex application, you won't be able to use WordPress, and you will find that out quite quickly.

I've been viewing a lot of 'Twitter Clone' and 'Instagram Clone' videos but none of them go into detail on how the "Follow" functions work.
How do I show only posts by people you follow? Do you filter the API based on a 'following' Boolean attribute?
I'm just really confused how that wouldn't bog down the app.
Any insight is greatly appreciated!
P.S. (I typically use JS and React)
These functionalities are implemented in the backend and not the frontend.
Imagine twitter filtering millions of tweets on your mobile to show you the ones that you follow. It is not feasible at all. All these things are done in high-performing servers and database queries depending on your choices and following.
So basically you are looking at the wrong place, you should try learning some basics of NodeJs and Mongo DB and then implement it using these.

I am creating a web Application with node js,angular,mysql and and express.Application contains different type of record which i have to manage.
So what do i use Single Page Application or Multi Page Application.
To me it comes down to preference and how much work I want to put into my application. Since you are using Angular, I think having the luxury of doing a single page application is great because load time is minimal.
If you take the multi page direction I would suggest ditching Angular and serving files from the server. The benefit of that is that you don't have to handle two applications.
I would use Angular because single page applications are very user friendly right now.

I need to develop a website and the website need to be responsive. I haven't developd a site since 2011. I always developed with 960px, but now I already did some Google search now and I view some statistics that say that nowadays the resolution most used is 1366x768. So maybe its better develop for 1366x768? Whats your opinion?
You can use StatCount to give you a idea how much market are you losing (the link points to screen resolution statistics for North America in the last year period).
First you can try to support all screen resolutions you can.
Now, how much work do you need to add support for lower resolutions and how that ill affect your site? It depends a lot on what do you want and how do you develop your sites.
It's a trade off and only you can tell if you need to support that resolution or if it a waste of time and money.
