If I read the documentation, it says that there are 4 editions. But in some of the blogs and articles, I see that there is a premier edition also. Is premier edition really available?

There was just a renaming some time ago. The current editions are the ones you mentioned and can be found here https://docs.snowflake.com/en/user-guide/intro-editions.html :-)
When I remember correctly in the past it was Standard, Premier, Enterprise, Business Critical and Virtual Private Snowflake. The difference between Standard and Premier was the level of support. The higher support-level is now also offered within Standard and thus Premier isn't necessary anymore. (A hint can be found at the very bottom in the footnote of the link above ;-)

we have 10 QTP concurrent licence for our team. The QTP software was installed in 20 Machines. The problem is we cannot track the usage of QTP software as a whole. Attimes people will be using QTP tool and few times they many not use. Is their any way to track the QTP tool usage, like in which machine the QTP is opened, what is the current status of QTP in each machine(running, idle,closed,open) etc.

Use the 'WLMAdmin.exe' tool. Check out this guide under the section "How to manage concurrent license servers". It explains how to obtain it.

I have a website designed in my laptop, php and javascript have been used. Installed Xampp and database is built in mysql it is accessed through php in my website. So, inorder to access this website I have to switch on my laptop. Can I take this entire system online. If yes, are there any free online hosting of database. Database only consists of text, No media.

Is there an equivalent of Apache log4cxx that can be embedded in a distributed proprietary package?
The Apache license allows you to use this package in your product even if it is closed source and commercial. See http://en.wikipedia.org/wiki/Apache_License
Alternatively take a look at log4cpp which is under LGPL.
Log4cplus is a nice alternative.
In its production release 1.0.4 it misses AsyncAppender, but that is present in the coming 1.1 (I don't know when that is released).
We just switched from log4cxx to log4cplus since log4cxx depends on libapr/libaprutil (nice Apache 2 license) which on my Ubuntu 10.04 again depends on libdb4.8.so. The license for libdb4.8 not fit closed source commercial applications without buying a license from Oracle. From /usr/share/doc/libdb4.8/copyright:

other than those described here, or to purchase support for this software,
please contact Oracle at berkeleydb-info_us#oracle.com.

I recommend the book: The Definitive Guide to SQLite (1st Edn, 2006) by Mike Owens. It is a very good book.
There is also a second edition available from multiple sources, including Amazon: The Definitive Guide to SQLite (Expert's Voice in Open Source) (2nd Edn, 2010) by
Grant Allen and Mike Owens.

Does anyone know of a good link that has a listing of the Oracle specific datatypes for a beginner?
Staying in the realm of the bloomin' obvious, the Oracle documentation set is always the first - and best - place to start. Check it out.

The SS64 site is clear but very out-of-date. Its latest syntax is the 9i set, two major releases off the pace. It is also not complete. For instance, the SELECT page doesn't mention the WITH clause, which was a very useful feature introduced in 9i.
If you want a redaction of the more recent documentation then Dan Morgan's Library site is exhaustive (and occasionally exhausting). Here is his page on Oracle datatypes.
