Also you can use triggers: Event triggers or data triggers to initiate animation, and Completed event of animation to set callback on animation end.

Drag over effect using XAML

I am trying to change Background of a Border when user is dragging a file on it.
I want to define the effect using XAML only.
I tried the below but the Background is not changed when dragging a file on the Border.

I didnt quite meet your 100% requirement. I created an attached property, which I set via code-behind, so you will want to assess this. Also, moved the color animation around as you were trying to animate a brush, not a color.

how to fade out a data bound text block when the property it is bound to is changed, using MVVM

i am using the MVVM design pattern and do not want much code in my code behind. coding in XAML and C#.
when a user saves a new record i would like "record saved" to appear in a text Block then fade away.

This sort of UI-specific behavior should definitely be handled in the View, not the ViewModel
I would suggest looking into the TextChanged event, and see about kicking off the animation in there

In WPF animation set property BeginTime to a static resource

What I want to do is define all the BeginTimes of my Animation using a resource.
For example, I want:
<sys:TimeSpan x:key="SomeResource">... </sys:TimeSpan>
...
<DoubleAnimation BeginTime={StaticResource SomeResource}/>
Obviously sys:TimeSpan is not the correct type to use. How do I define my resource so I can reference it as a resource when defining my animations?
I also want to do this purely in XAML.

System.TimeSpan is the correct type to use since is this is the type of BeginTime. You can also do the same for Duration (but using the System.Windows.Duration type instead).

How to remove an WPF animation defined in a style?

I have a problem with removing the animation of a property in WPF. When the storyboards are started using a DataTrigger I cannot remove the animation from the property as one would in other cases. No matter what I try or where: the OrientationProperty is locked to the endvalue of the animation. You can see this in this example because you cannot rotate the ScatterViewItem after the storyboard has finished.

Just like you adde a storyboard with BeginStoryboard you can also remove onve with RemoveStoryboard in XAML.

Event for MouseOver action in WPF

I want to handle mouse over and mouse out events for a grid. Does WPF have events for this.
Note: I dont want to use IsMouseOver property in my style.

You can use EventTriggers to capture MouseEnter and MouseLeave events in XAML.

A WPF Grid control supports both the MouseEnter and MouseLeave events. You should be able to hook up event handlers for both.
More simple :
You can implement the two events PointerMoved and PointerExited. It worked for me.
MouseEnter and MouseLeave events may be handled , you can check your code set e.handled = false;
