Where to set WPS portlet permissions - websphere-portal

I am deploying a portlet on WPS 6.1. When I try to access the portlet, I get :
We are sorry, but you have no permissions to see this page
Where do I set permission? I just created a page and added the portlet

When you go to the Manage Pages portlet, there's an icon next to the page you created that looks like a key. Click the key icon. There are a list of default rolls. Next to the "user" role click the pencil icon for "Edit Roll".
Then there's a list of users and groups that have access to the roll. At the top is an "Add +" button. Click that.
There will be a list of default groups. Click the check box next to "Anonymouse Portal User" then click the button beneath it "Ok".
This part is not intuitive because there's no save button. Just hit the link above the user roles "Page Name > User" is what it will say. Click the "Page Name" link.
Then click the "Apply" button.
Now log out and try to look at your page. It should be available for anonymous users.

You can login using the menu button on the top right of this form", however I am already logged. I click logout then log back in and see the Logged in Successfully Toastbar at bottom.

How to add additional portals to my DNN community edition site?

I know this is a very basic question - I have googled and every where it says - click the "Add New Portal" button/link on the Portals page.
However, I have a DNN community edition version 06.00.00 that is live and I do not see any option to add a new portal. Could this be a configuration issue? Do I have to change some settings to be able to get the option to add a new portal?
See the image of the Host menu and Portals page. I am unable to get the Add New Portal link:
In the menu shown in your first screenshot, you need to go to "Portals"
Then you will see a small semi-transparent button that says "Manage"(if not, make sure your view mode is set to "Edit" in the top right of the control bar
hover over it and a menu will drop-down and there will be your "add new site" or "add new portal" link
you need to make sure your page is in the EDIT view mode (selected in the top right of the page), then you will see a manage button appear when you hover over the sites on the portal page. Click the manage button and choose new site.
