Is it ok to write code in an MSVS that does not have commerical license, but later on open the solution file in an MSVS that has the license and then compile / release / deploy using that MSVS?
i.e. Will the non-license infomation be embedded anywhere in the source code, compiled exe/dll or references?
What if there is only one programmer ever?

MSVS = Microsoft Visual Studio?
You can use the Express editions to develop commercial products also.
You will have to do a one time registration, for free, and then you can use it for commercial purposes.

Not sure if this is the right place to ask, but I do see other licensing questions here, not to mentiona "licensing" tag.
Our team consists of 10 people. Only 2 are developers. The other 8 are technical, but do not need to write code. We want everyone to track tasks in the same place. The task management integration in TFS is very handy. If we only have say 5 CAL's for TFS, can all 10 of us log into TFS web?
It seems that you are looking for the stakeholder license. It's already available for Visual Studio Online and will be also included in the Team Foundation Server 2013 Update 4 (which hasn't been released yet). This license is free and it allows stakeholders to organize backlog, create and modify workitems, create and modify queries.

I currently have an Microsoft Action Pack but I don't see a license for TFS included in it. What would be the best way of getting TFS 2012 Server installed and access for 6 devs and 2 Web access users.
I've read the Microsoft Licensing White Papers and they are next to useless. Does anyone have any concrete examples of the best way to get this done? Do I just purchase a Server License and 6/8 CALS, it seems I should be able to reuse some part of the Action Pack to reduce this cost, no?

We finally managed to develop and test our custom Win CE 6.0 installation. Everything we made on trial version.
Now want to buy the license per device and install it into the target Win CE OS.
Does anybody has the description of the procedure to follow?
Is there any tool into Visual Studio 2005 to do that?
Does the final OS must be compiled with the license into the NK.bin or is it put somewhere else?
After you get your NK.Bin, you can "stamp" it with your Windows CE license using Platform Builder (AKA Visual Studio 2005 with Windows Embedded CE 6.0):

Simply build the device OS with ship build (WINCESHIP) set to 1 and put the provided CAL sticker on the device.

I want to bundle DirectX web installer with my application and run on user's system to update their DirectX. I want to know if redistribution of DirectX web installer is permitted.
From the License Agreement shown when launching the installer it seems that you cannot redistribute it. Then again, this didn't stop many setup developers.
A simple solution is to use a custom action which downloads and launches the installer. This way you use the Microsoft URL and meet the EULA requirements.

If I have a windows xp computer with a single license (the one dell gave me), if I have 2-3 vm's setup (using vmware) for development purposes, do I have to have licenses for all of them?
Read Microsoft's EULA that came with the OEM license you have.
It most likely says you can only have one copy running at a time. So, yes: you need multiple licenses.
If you're doing development at a company or school, you may be able to use a volume/site license key, however.
